The following legislatures exist in the following political subdivisions: The bill, AB 1160, calls for the state's nursing homes to provide a 5 percent wage increase for all nursing assistants. If signed into law, it would also increase the required state classroom training of CNAs from 50 to 60 hours and increase the number of nursing hours per patient day by one-tenth of an hour, starting with 3.2 hours per patient day in the year 2000 and increasing to 3.5 in 2003. The bill also requires that the state devise new policies that base nursing home reimbursement Reimbursement Payment made to someone for out-of-pocket expenses has incurred. on the medical and mental health needs of residents. Specifically, the bill calls for basing reimbursement on the resource utilization groups resource utilization group Health administration Any of a number of groups into which a nursing home resident is categorized, based on functional status and anticipated use of services and resources. In addition, the new methodology would offer a system of bonus payments for facilities that provide "an extraordinary level of service to their residents." Nursing homes would also face stiffer fines than they do now. AA fines would range from $25,000 to $50,000; A fines would range from $5,000 to $25,000, and B fines would range from $500 to $2,500.
