A STEP AHEAD : DATA FROM EARTHQUAKE MAPS OLD NEWS IN SIMI, MOORPARK.

Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  and Moorpark are way ahead of the game when it comes to enacting guidelines to protect against earthquake hazards, officials of both cities said Wednesday.

A day earlier, the state released maps pinpointing areas that are vulnerable to landslides or liquefaction liquefaction, change of a substance from the solid or the gaseous state to the liquid state. Since the different states of matter correspond to different amounts of energy of the molecules making up the substance, energy in the form of heat must either be supplied to  in an earthquake, along with building guidelines to address those hazards.

But officials said they already had much of the data in hand and have had guidelines in place for several years.

The state had released drafts of the maps last fall and discussed them with the cities, said Nelson Miller, director of community development for Moorpark.

``It maps hazards and mandates review standards that were previously issued as guidelines,'' Miller said. ``We don't think there will be much change as a result of this. We were already doing this.''

The same goes for Simi Valley, which has had the geotechnical guidelines and tests to address the potential hazards in place since 1994, said senior planner Michael Kuhn.

``We basically require everybody to do that now,'' he said. ``We're already doing this and much more.''

The maps show seismic risks across Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. The maps highlighted eastern and western Simi Valley and a portion of eastern Moorpark in Ventura County, in addition to areas of Topanga Canyon and Malibu in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  County and Anaheim and Newport Beach Newport Beach, residential and resort city (1990 pop. 66,643), Orange co., S Calif., on Newport Bay and the Pacific Ocean; inc. 1906. It is a popular seaside resort and yachting center. Manufactures include electrical and medical equipment, computers, boats, and adhesives.  in Orange County.

In Moorpark, high water table areas are along the Arroyo Simi and its tributaries, according to Miller. Landslide landslide, rapid slipping of a mass of earth or rock from a higher elevation to a lower level under the influence of gravity and water lubrication. More specifically, rockslides are the rapid downhill movement of large masses of rock with little or no hydraulic flow,  areas are found along scattered hillsides, he said.

In Simi Valley, high water table areas include the portions east of Stearns Street, Kuhn said. Studies, however, have shown that there is no danger of liquefaction there, Kuhn said.

High water tables are also shown west of Erringer Road and south of Los Angeles Avenue, and adjacent to the Arroyo Simi, he said.

Landslide areas include ``most of the geologic formations'' of the hills to the north, especially along the northwest facing slopes, he said.

Maps are on display for public viewing at the Moorpark and Simi Valley city halls.
