A Practical Guide to Winning the War on Terrorism Edited by Hoover Fellow Adam Garfinkle.STANFORD, Calif. -- In A Practical Guide to Winning the War on Terrorism Terrorist acts and the threat of Terrorism have occupied the various law enforcement agencies in the U.S. government for many years. The Anti-Terrorism and Effective Death Penalty Act of 1996, as amended by the usa patriot act (Hoover, 2004) Adam Garfinkle, a Hoover research fellow, has assembled a collection of essays that recommend methods that go beyond the use of force to win the war against terrorism. Garfinkle acknowledges the need for power, but believes "much of what is required to win the war against terrorist recruiting and support cannot usefully be thought of as a spin-off of military efforts." The book provides not only general ideas, but also practical steps on how to defeat terrorism. In the introduction Garfinkle notes that there are short, mid-, and long-term aspects to bringing about change. He notes that, at each stage, the contributors include in their discussion how to (1) stigmatize stig·ma·tize tr.v. stig·ma·tized, stig·ma·tiz·ing, stig·ma·tiz·es 1.
