A NEW SPIN MAY NOT BE ENOUGH FOR 'SPIN'.Byline: David Kronke TV Critic In case there was a question that there's an emerging political class in America - our presidential candidates come from longtime ruling dynasties - consider this: Both Martin Sheen and his son Charlie appear in politically themed TV series on Wednesday nights. But where Pop's show, ``The West Wing,'' was an immediate critical and popular sensation, Charlie's show, ``Spin City,'' struggled through its first four seasons, even with one of TV's brightest stars, Michael J. Fox, at the helm. Fox, of course, kept the show afloat with the sheer force of his personality, but left at the end of last season to tend to his battle with Parkinson's disease Parkinson's disease or Parkinsonism, degenerative brain disorder first described by the English surgeon James Parkinson in 1817. When there is no known cause, the disease usually appears after age 40 and is referred to as Parkinson's disease. . This brought the younger Sheen aboard to play the new deputy mayor (yet another legacy of the Clinton years - that America will accept that someone with Charlie Sheen's background has a viable political career). And, yes, ``Spin City'' with its new Sheen has been retooled to play to its star's colorfully tabloid-strewn persona. But let's face it: ``Spin City'' wasn't in great shape when Fox left, and there are really only so many jokes writers can make about Charlie Sheen's social calendar - and if Jay Leno's staff hasn't already gotten to them all, then the last remaining gags can be found in tonight's fifth-season premiere. True to form, Charlie Crawford (Sheen) is late to his first day on the job, thanks to a dalliance with a Swedish flight attendant. Hapless Paul (Richard Kind Richard Kind (b. November 22, 1956 in Trenton, New Jersey) is an actor best known for his roles in the hit sitcoms Mad About You and Spin City.
