The approval marks a turning point for the owners of the vineyard and residents of nearby Sierra Colony, a development of 60 homes. Two years ago, some residents complained that winery owners, who also had developed their Sierra Colony tract homes, had failed to address zoning violations. Residents also said the winery was using water intended for the housing development for the vineyard. The vineyard continued to operate at minimum capacity until the County Regional Planning regional planning: see city planning. Commission determined the winery had met all conditions. The commission approved the permit earlier this year, but about 20 residents appealed. ``The residents were really concerned about the water issue,'' said Gloria Gressman, a Sierra Colony resident and member of the Sierra Pelona Water Co. ``We wanted to make sure they weren't using our water.''
