Garcetti repeatedly refused to debate Cooley before the March 7 primary. When Cooley reissued his challenge after winning the primary, Garcetti told the Daily News he welcomed future debates but didn't anticipate participating in any before September.

Cooley is eager for debates although the arrangements are incomplete, said John Shallman, Cooley's campaign manager.

``We are going to debate Garcetti as many times as possible before the election, but not on his terms,'' Shallman said.

In a letter to Shallman, Nasarenko charged that Cooley ``appears to be avoiding debates, citing scheduling conflicts.''

Shallman scoffed at that and suggested Nasarenko, who officially started working for Garcetti on April 15, should familiarize himself with Garcetti's past stance on debates.

``Garcetti is desperate,'' Shallman said. ``He has been a fugitive from public scrutiny. It's nice to see him finally turning himself over to the public to be questioned.

``Maybe if he had participated in even one debate before the primary, he could make a credible challenge,'' Shallman said.

Nasarenko said Garcetti is willing to discuss the format of the proposed weekly debates and set up any ground rules with Cooley.

The district attorney's stance began shifting early this month as homeowners associations and television and radio news programs expressed interest in holding debates as soon as possible.

During the past two weeks, Cooley and Garcetti squared off twice in public, first on radio's ``Which Way L.A.'' on KCRW-FM (89.9), then during a candidates' forum Tuesday night in Tarzana.

Garcetti announced plans to participate in those two debates on April 10, the same day a poll showed Cooley had jumped to a remarkable lead over the two-term incumbent. With the election seven months away, Cooley was out in front 55 percent to 18 percent.

Garcetti still enjoys some advantages over Cooley. Most notably, he boasts a large financial advantage. The district attorney ran virtually no campaign before the primary, saving about $1 million for the November election.
