Lino Oviedo, the Paraguayan exiled coup leader, just won't go away. Paraguayan President Luis Gonzalez Macci contends that Oviedo should be extradited before he leads a palace coup from Argentina. Argentine officials disagree and suspended talks with Paraguay about opening a duty-free zone in Buenos Aires part.

Oviedo, a 55-year-old general, was granted refuge in Argentina after allegedly plotting the murder of his old political rival, Vice President Luis Mafia Argana. His political. asylum was conditioned on his refraining from political activity. Oviedo broke the agreement by meeting with Paraguayan supporters and granting an interview to a newspaper on his political ambitions. In punishment, the Argentine government banished Oviedo to the southern most province of Tierra del Fuego.
