A ' MEETING OF MINDS' ON SOME TOUCHY ISSUES.


THE CONFERENCE on how to resolve the Kashmir dispute threw up a number of radical if not- so- new ideas. These included restoring the state's pre- 1953 status, appointing a sadr- e- riyasat ( head of state) instead of a governor, India giving up its claims on Pakistanoccupied Kashmir and Pakistan dropping its demand for a plebiscite plebiscite (plĕb`ĭsīt) [Lat.,=popular decree], vote of the people on a question submitted to them, as in a referendum. The term, however, has acquired the more specific meaning of a popular vote concerning changes of sovereignty, as .

It was not unexpected, given that the conference brought together mainstream Indian leaders, mainstream Kashmiri politicians as well as separatist groups from the Valley.

What was surprising was the broad " meeting of minds" on how to resolve some fractious frac·tious

" Full autonomy as suggested by the National Conference addresses the issue of Centre- state relations. But the Kashmir problem has an external dimension too. India must be realistic and amend its constitution to delete the part of Kashmir that is now under the control of Pakistan," Beig said.

" In turn, we hope that Pakistan would give up its demand for a plebiscite across the state. The Line of Control should be turned into a soft border, which Kashmiris would be able to cross using a simple identity proof. In addition, both parts of Kashmir should be declared a free economic zone for improving trade and commerce." Jethmalani is considered a maverick, and has many distinctions to his credit.
