``A&E Investigative Reports An investigative report is a document that is meant to provide information on a certain topic that is not easily obtained. It is meant to present the reader with a wealth of easily understood information and usually contains an interview or two on the subject. : Special Edition: Bioterrorism'' is a fascinating hybrid. Reporting for this documentary originally began long before Sept. 11; its initial intent seems to have been somewhat cautionary - there are questions as to whether Russian scientists who were developing bioweapons during the Cold War and have since aided American research might turn rogue. Now, in the wake of a very real threat to America, its alarmist a·larm·ist

 findings seem to have been tamped down a smidgen to prevent further panic among our alarmed populace.
