He was elected as the State Senator for the 20th District of California in November 2006 and was inaugurated in early December. In order to enter the Senate he had to resign as Councilman for the 7th District on the Los Angeles City  and Corinne Sanchez both complained Monday that it is difficult to get voters engaged.

``They don't feel their vote means a thing,'' said Sanchez, the underdog in the 7th Council District election June 8. ``It's true throughout the district.''

Padilla, who captured 48 percent in the primary, agreed, adding that voters are interested in better city services The examples and perspective in this article or section may represent an unduly geographically limited view of the subject.

.

``They aren't asking about the new charter (on the same ballot) or the other issues,'' he said. ``They talk about street repairs and tree trimming and graffiti.''

In back-to-back meetings with Daily News editors and reporters, the candidates said their first act if elected to fill the two years remaining in the term of Richard Alarcon, who left the council after being voted to the state Senate, would be to solve local problems.

Padilla offered a specific problem: why a street light at Telfair Avenue and Paxton Street near Telfair Elementary doesn't give kids enough time to cross the street.

``The first thing I'm doing is . . . find out why kids have to run to get across the street,'' he said.

Sanchez said she wants to go after graffiti.

``I would take whatever money I could from my budget and give it to clean up graffiti,'' Sanchez said. ``That's something that cleans up the neighborhood and deals with gangs.''

Sanchez has support from Alarcon, several council members and three primary opponents.

Another campaign issue has been age. Padilla is 26 and Sanchez is 52.

``I think you need someone in there who has had experience in life and business,'' Sanchez said. ``I ran a $10 million business and had 30 employees. I've learned from life. I've made mistakes and learned from them.''

Padilla said he can deal effectively with being the youngest person ever elected to the council.

``I was born in this district,'' he said. ``I went to school here. When people tell me about a problem alley, I know where it is. When people tell me about a problem traffic signal, I know where it is. You can't trade that knowledge.''
