"We're here to support Home Depot. Every time we need something to buy, you have to drive down to Glendale," said Jansi Mikayelyan, who has lived in Sunland-Tujunga for a year and owns a market.

A half-dozen police officers were on hand to keep the peace.

The technical debate centers on whether the transformation from Kmart to Home Depot is significant enough to merit a lengthy review of environmental and traffic impacts from the new store.

The city's Department of Building and Safety originally said no and gave Home Depot permission to proceed. But in March, the Planning Department overruled that decision and ordered Home Depot to do the study.

Home Depot appealed that decision, saying it set a bad precedent for business in L.A. if the city gives permission and then retracts it.
