The men were arrested in Drogheda, Co Louth, under Section 30 of the Offences Against the State Act and were being questioned about alleged membership of an unlawful organisation.

The seven are understood to be long-standing members of Republican Sinn Fein, which was holding its Ard-fheis in the town.

They are being questioned in various Garda stations in Meath and can be held up to four days.

Security sources believe Republican Sinn Fein has links with the Continuity IRA Ira, in the Bible

Provo leaders will meet before Christmas to plan their first positive move for peace since their ceasefire.

They may order a series of controlled explosions to get rid of Semtex stores.

So far, the IRA has insisted it will not decommission guns and explosives, but pressure on the Republican Movement has been intensifying on both sides of the border.

Intelligence sources have reported that the IRA leadership is planning a pre-Christmas convention in Co Donegal to authorise a partial handover of weapons.

Taoiseach Bertie Ahern is in regular contact with Mr Blair on the issue. Later this month Mr Blair travels to Dublin for an historic address to a joint session of the Dail and Seanad.
