City Council President John Ferraro John Ferraro (May 14 1924—April 17 2001) served as a Los Angeles City Councilman from 1966 until his death. Early life Ferraro was born in the working class suburb of Cudahy, California, just south of Los Angeles. , who as acting mayor previously named three appointees when Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002. was on vacation, appointed the last two members Wednesday and directed the panel to begin its task of revising the 71-year-old City Charter. The panel's final appointees are Anton Calleia, a former mayoral aide to Tom Bradley Noun 1. Tom Bradley - United States politician who was elected the first black mayor of Los Angeles (1917-1998) Bradley, Thomas Bradley from Northridge, and Gloria Michel, a 21-year-old political science student from Westchester. David Fleming , who along with Riordan is leading the initiative drive to allow the public to elect an independent commission in the April municipal elections. Fleming said the council's commission has some good people, but he said the final work product will be determined by the council, which can modify reform recommendations before they go to voters. ``They work for the council,'' Fleming said of the commission. The initiative drive last week submitted 302,000 signatures to qualify an initiative for the April 1997 ballot to create an elected charter reform commission with power to submit reforms directly to the voters. The council's advisory commission, which will hire a paid executive director and manage a $300,000 budget, will review the 700-page charter and come back with a reform package in time for the April 1999 ballot if the council supports it. On Wednesday, Ferraro defended his selection of Calleia and Michel, saying they provide the commission with special insight and expertise. Noting Calleia's past service to one mayor and two council members, Ferraro said, ``He will have a great deal to contribute, especially his insights into the relationships between the mayor, the City Council, department heads and city commissions.'' Ferraro said Michel is a senior at Loyola Marymount University Marymount University is a coeducational, four-year Catholic university whose main campus is located in Arlington, Virginia. In a letter to his appointees, Ferraro said the commission's work is ``crucial to ensuring that Los Angeles has a municipal government structure that is appropriate for today, yet flexible enough to meet the changes of the future, a government that is both representative of and responsible to the residents of this city.'' The commission includes 12 whites, four African-Americans, four Latinos and one Asian-American. It consists of seven women and 14 men. Calleia said the commission has a difficult but important task ahead of it. ``I think there is a general dissatisfaction with the way things are going in this city,'' Calleia said. ``I don't know Don't know (DK, DKed) "Don't know the trade."
