45 PARKS LABELED DRUG-FREE : ENFORCEMENT PROGRAM APPROVED BY COUNCIL.

The Los Angeles City Council The Los Angeles City Council is the governing body of the City of Los Angeles, California, United States.  on Friday designated 45 city parks as ``drug-free zones,'' allowing harsher penalties for anyone convicted of selling drugs at those locations.

Police officials originally had recommended 23 parks where drug dealing has been rampant, but the City Council expanded the program, saying the problem is too big to limit to a selected number of facilities.

, who has been backing the program, urged her colleagues to support it after weeks of debate over which parks should be included.

``We can't sit around,'' Chick said. ``We want to declare all our parks drug-free zones, but we can't seek enhanced penalties unless we put up these signs.''

Under state law, prosecutors can seek stiffer penalties against drug dealers convicted of selling in any area that is posted as a drug-free zone.

The city has more than 300 parks, and officials said they were trying to keep the pilot program more manageable to demonstrate its effectiveness.

Another factor in the recommendation is the cost of the signs. Last week, council members postponed action on the proposal until they could submit their own lists of parks to be added. The final tally was 45.

Detective Hugh Vellos said the department will have to analyze the council action and determine what steps to take next in beginning its enforcement effort.
