The Anti-Terrorism and Effective Death Penalty Act of 1996, as amended by the usa patriot act  (GWOT), mobilizing elements in support of OIF and Operation Noble Eagle Operation Noble Eagle is the U.S. military operational designator to the military's efforts in the War on Terrorism that were carried out on US soil. The operation began September 14, 2001, in response to the September 11 terrorist attacks, and continues to the time of this writing.  in Bosnia.

In December 2003, 1-119 FA (155-mm self-propelled howitzers), headquartered in Lansing, Michigan, activated 222 combat arms Soldiers, trained them as Military Policemen (MPs) and deployed them to Guantanamo Bay, Cuba, where they currently are working in detention facilities. The 119th also has personnel deployed to the Sinai and Iraq. With the remaining Soldiers, the 119th conducted very successful annual training at Camp Grayling, Michigan.

3-112 FA (155-mm self-propelled howitzers), headquartered in Morristown, New Jersey Morristown is a town in Morris County, New Jersey, United States. As of the United States 2000 Census, the town population was 18,544. Its estimated population in 2004 was 18,842. It is the county seat of Morris CountyGR6. , started the year supporting Operation Noble Eagle. In January 2004, the battalion deployed 182 Soldiers from the B Battery and 5-117 Cav (in lieu of MPs) to support OIF II. The battalion also provided 23 Soldiers for the 50th Brigade's deployment to Guantanamo Bay in May. 3-112 FA conducted a very successful annual training at Fort Dix, New Jersey.

AT 2004 focused on preparing Batteries A and C for their provisional MP company deployments in October. Additionally, AT prepared the stay-behind force for homeland security contingencies. The stay-behinds also fielded the palletized loading system (PLS).

In March 2004, the 42d Div Arty headquarters shifted from preparing for a stabilization force (SFOR) mission in Bosnia to a historic deployment along with the 42d Infantry Division in support of OIF III.
