4 EXPRESS VISIONS FOR DISTRICT 11.Byline: Holly Edwards Staff Writer VAN NUYS - The four candidates vying for the proposed San Fernando Valley San Fernando Valley Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills. city's District 11 council seat share many of the same concerns - fixing the streets, easing traffic congestion The condition of a network when there is not enough bandwidth to support the current traffic load. congestion - When the offered load of a data communication path exceeds the capacity. , lowering the business taxes and improving public safety. The district, which includes the Van Nuys Civic Center area, encompasses much of Van Nuys and a small corner of Valley Glen. Voters in 14 districts will elect a Valley mayor and council members on Nov. 5 in a no-runoff election so the candidate with the most votes wins. ``I will attempt to fill the empty, abandoned buildings that line our streets in Van Nuys, and to remove all signs of blight so we can attract people to live, work and shop here,'' said candidate James Cordaro, a licensed general contractor A general contractor is an organization or individual that contracts with another organization or individual (the owner) for the construction of a building, road or any other execution of work or facility. from Van Nuys, who got 10 percent of the vote in last year's District 2 Los Angeles City Council Cordaro said he also will work toward creating an independent Valley school district and make efforts to expand vocational schools for students who want to enter a trade instead of college. To create vibrant business districts, Cordaro said the Valley needs a large supply of skilled employees. He wants to focus on making sure that older people obtain the services they need, and that low-income families have an affordable place to live. ``I believe in community-based government, empowering the residents of our Valley through knowledge and understanding of public and private programs.'' Noel DeGaetano, a Realtor, said the city now spends a small fraction of its annual budget on services for the needy, and he vowed to boost such services in a new Valley city. ``We should always take the lead - along with the local community of businesses and places of worship - to help the poor, elderly, the physically and mentally challenged, and others who might temporarily need help.'' Like the other candidates, DeGaetano said he would also focus on lowering business taxes to create a thriving business community, and increasing the number of police and emergency workers. Hal Netkin, a longtime Los Angeles Police Department "LAPD" and "L.A.P.D." redirect here. Netkin said he would also improve the appearance of the Valley by stepping up enforcement of laws governing illegal dumping and continuing the city policy of free pickup of bulky items. To ease traffic congestion, Netkin proposed encouraging taxi companies to offer passenger-sharing services in station wagons and vans, and offering motorists financial incentives to use the taxis. John Quinn said he would support the creation of gang-prevention centers, the elimination of business taxes, the beautification beau·ti·fy tr. & intr.v. beau·ti·fied, beau·ti·fy·ing, beau·ti·fies To make or become beautiful. beau of city parks, and the construction of a performing arts center A performing arts center, often abbreviated PAC, is a multi-use performance space that can be adapted for use by various types of the performing arts, including dance, music and theatre. and sports stadium for soccer and football teams. Quinn, a film and TV producer, said he would also try to keep more film production in the area. ``With the elimination of unfavorable business taxes, I see the Valley attracting Fortune 500 companies. I also see new beautification and ecological programs, making the Valley a healthier and more vibrant place to live.''
