VAN NUYS - The four candidates vying for the proposed San Fernando Valley San Fernando Valley

Cordaro said he also will work toward creating an independent Valley school district and make efforts to expand vocational schools for students who want to enter a trade instead of college. To create vibrant business districts, Cordaro said the Valley needs a large supply of skilled employees.

He wants to focus on making sure that older people obtain the services they need, and that low-income families have an affordable place to live.

``I believe in community-based government, empowering the residents of our Valley through knowledge and understanding of public and private programs.''

Noel DeGaetano, a Realtor, said the city now spends a small fraction of its annual budget on services for the needy, and he vowed to boost such services in a new Valley city.

``We should always take the lead - along with the local community of businesses and places of worship - to help the poor, elderly, the physically and mentally challenged, and others who might temporarily need help.''

Like the other candidates, DeGaetano said he would also focus on lowering business taxes to create a thriving business community, and increasing the number of police and emergency workers.

Netkin said he would also improve the appearance of the Valley by stepping up enforcement of laws governing illegal dumping and continuing the city policy of free pickup of bulky items.

To ease traffic congestion, Netkin proposed encouraging taxi companies to offer passenger-sharing services in station wagons and vans, and offering motorists financial incentives to use the taxis.
