4 EX-UNION OFFICIALS CHARGED WITH EMBEZZLEMENT.

Federal authorities unveiled embezzlement embezzlement, wrongful use, for one's own selfish ends, of the property of another when that property has been legally entrusted to one. Such an act was not larceny at common law because larceny was committed only when property was acquired by a "felonious taking," i.  charges against former top officers of four different Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. The U.S. Attorney has charged the officials with converting over $37,000 in union money for personal use in four unrelated cases.

Among those charged was David Arnold Coupe, 37, of Canyon Country, a former financial secretary of UFCW UFCW United Food and Commercial Workers  Local 47C in Inglewood.

Coupe and two other former union officials made their initial appearance on the charges Tuesday; a judge issued an arrest warrant for the fourth, Covina resident Kenny Lambey, who failed to respond to a summons.

Embezzlement usually occurs at smaller unions with disinterested members, said Jeffrey Gitomer, district director of the U.S. Department of Labor's Office of Labor Management Standards.

 membership leads to this kind of thing,'' Gitomer said. ``That's why we encourage members to take an active part in their unions.''

Other former officials facing embezzlement charges include:

Brian V. Carter, 41, former secretary-treasurer of the Paper, Allied-Industrial, Chemical and Energy Workers Union Local 307 in Bell, accused of embezzling $5,968.

Herminio Louis Garcia Sr., 48, former president of the Utility Workers Union Local 522 in Moreno Valley Moreno Valley (mərē`nō), city (1990 pop. 118,779), Riverside co., S Calif., inc. 1984. In 1990, Moreno Valley was California's fastest-growing city, with a population increase of more than 300% between 1980 and 1990, but major reductions , accused of embezzling $7,768.

Lambey, 42, former secretary-treasurer of the United Plant Guard Workers Union Local 155 in Corona, accused of embezzling $9,189.

A preliminary hearing for Carter, Coupe and Garcia is scheduled for Nov. 15. Each faces up to six years in prison.
