The program, which was successful in a prototype program, lasts about six months and now is available for all potential inhalation drug development partners of 3M Drug Delivery Systems. Peter Robinson, pharmaceutical program manager for 3M DDS, based in Loughborough, UK, said, "This program is designed in three expedited stages -- preformulation, formulation and manufacturing of one formulation in a one month stability program. At each milestone, DDS holds evaluation meetings with its development partner to decide if the work is `Go/No Go.' " Robinson pointed out that this step-approach is more focused on the needs of the customer, allowing them to receive early notice on the suitability of their NCE in the MDI format. "Previously, inhalation feasibility programs weren't structured to provide evaluative milestones and appreciable payments. We see our Rapid Screening Process as more scientifically efficient, as well as more financially predictable within the budgeting systems of our partners." According to Robinson, the costs for the three stages of development are split into three separate milestone payments. Projected costs are based only on the activity being undertaken in that particular phase. The program can be halted at any stage depending on discussions with the customer at each milestone meeting. "Customers like this arrangement," said Robinson. "It is fair to them, and enables 3M to quickly determine the developmental value of each entity being tested."
