``The bottom line is we have to take care of local communities,'' said the 28-year-old Democrat. ``We have to make sure that business invests in the communities that need investment.''

Republican candidate Ely Dela Cruz Ayao, 51, a realty owner and mortgage broker from North Hollywood, said he was motivated to make his first run for political office because of high taxes and too much crime in his neighborhood.

``The hard-working families are overtaxed, and I keep my fingers crossed all the time that crime will go away.''

The 39th District is one of only two located entirely within the Valley. Democrats account for 61 percent of the district's registered voters, with Republican registration at 20 percent.

 defeated top Cardenas aide Yolanda Fuentes in the Democratic primary in March. She has been the mayor of San Fernando for two years after winning election to the City Council in 1999.
