320-acre mixed-use development inches closer for Walters Group.


The Walters Group has completed its acquisition of a 320-acre site in Southern New Jersey's Pinelands Pinelands can refer to the following things:

Edward Walters Edward Walter (1866 – 1932) was a New Zealand politician from Taranaki. He was elected Reform Party member of parliament for Stratford, New Zealand in 1925, but was defeated in 1928.

He was Chairman of the Stratford County Council from 1917 to 1925.

The Barnegat-based developer overcame numerous challenges in their efforts to move forward with Stafford Park.

After three years of negotiations with Stafford Township, the state Pinelands Commission and various environmental groups that opposed the project, Joseph DelDuca, general counsel to the Walters Group, said that the firm has reached a "meeting of the minds." He added, "We were able to clear those objections and move forward with the project without any opposition."

"The level of relief that we feel is indescribable," DelDuca said.

"It's been an unbelievable, monumental effort by our entire organization to get this done. There were so many hurdles along the way that you wondered at times whether we would ever cross them, and at this point it appears that we've crossed them all."

The first phase of the redevelopment began this week with the excavation of an old unlicensed landfill located off Route 72 and Recovery Road in Stafford Township.

The Walters Group came to an agreement with the township to undertake the $31 million landfill cleanup before construction can begin on the commercial and residential buildings.

The Walters Group is adhering to stringent environmental guidelines in their planning of this project because of its location within a "Regional Growth Area" of the Pinelands where development is specifically encouraged by the regulations governing the Pinelands Commission.

DelDuca explained, "Preservation of nearly all of the one million acres in the Pinelands is based on a transfer of development rights program.

"In this case, we're purchasing a near-record number of 'transfer rights' known as Pinelands development credits. This will equate e·quate
