The Tigers might have had a shot at the top seed before losing 6-3 to Monroe of North Hills in their regular-season finale.

``Personally, I'm concerned because I don't want us to start the playoffs (coming off a loss),'' San Fernando captain Rudy Maravilla said after the seeding meeting at Van Nuys High. ``We all went in too confident since we already had the league championship. First-round games are on Friday.

Canoga Park (10-2-3), which won the City championship as No. 1 seed last season, was seeded third.  of Woodland Hills was seeded lower than expected, at No. 5. The Conquistadores (17-3-3) won the West Valley League, which is usually considered stronger than the Valley Mission and Sunset Six, yet were placed below the top entrants from those leagues.

``I think we deserved a little higher seeding, but we'll do whatever they give us,'' said Peter Saatjian, El Camino Real's leading scorer, with 19 goals. ``If we play the way we want to play, it shouldn't matter.''

The Patriots were forced to forfeit two West Valley League victories and one tie for using an ineligible player.

The City Section found that midfielder Walter Vasquez, a transfer from Reseda, was breaking transfer rules by staying with his father in Reseda some weekends. His parents are divorced.

The forfeits dropped Birmingham to fourth place. Two fourth-place teams made the bracket, but Birmingham coach E.B. Mahda couldn't convince the seeding committee that the Patriots should be one of them.

``It's very disappointing for the kids,'' Mahda said. ``We're probably better than most of the teams in there.''

Sylmar was put in an unfamiliar place. Seeded second last season and fourth the previous year, the Spartans were placed at No. 21 after finishing third in the Valley Mission League.

Sylmar, one of the preseason favorites to win the City title, will have a tough road beginning with No. 12 Cleveland of Reseda. The winner of that game likely will play El Camino Real in the second round.

``We were fortunate to be a high seed the past couple of years, but we haven't won a City championship,'' Sylmar coach Emmanuel Martins said. ``So now no one expects much, and there's less pressure. Maybe it works for us.''
