2ND AREA COUNCIL SUMMIT STRIKES OUT.

A second summit of business, labor and homeowner leaders failed to reach a consensus Thursday on giving power to neighborhood councils Neighborhood councils are governmental or non-governmental bodies composed of local people who handle neighborhood problems. They can be found in many cities throughout the world. , raising the prospect of a battle in 1999 when City Charter reform proposals are placed on the city ballot.

``We had a real nice exchange,'' he said. ``We certainly didn't reach any consensus, but we all understand each other's views better.''

Despite the lack of progress, members of the group agreed to meet again Wednesday, citing the request by elected Charter Reform Commission Chairman Erwin Chemerinsky Erwin Chemerinsky (born 1953) is a well-known professor of Constitutional law and federal civil procedure, has recently accepted a position at the University of California, Irvine, in the new Donald Bren School of Law, beginning in 2009.  that they make an honest effort to resolve differences.

Chemerinsky convened the closed-door summit of 16 city leaders in the hope that the group could reach agreement on whether neighborhood councils should have decision-making decision-making,

Downtown business leaders are opposed to such a system and have threatened to campaign against any charter reform plan that has powerful neighborhood councils.

Some labor and homeowner leaders are pressing for local councils with meaningful power over land use and budget issues.

Marvin Selter, past chairman of the Valley Industry and Commerce Association, offered a plan recently endorsed by VICA's executive committee for a system of elected decision-making councils, but failed to persuade downtown business leaders to drop their opposition to such a plan.

Chemerinsky said he will continue to delay a vote on neighborhood councils by the Charter Reform Commission until the group of 16 finishes its work.

Meanwhile, a group of Latino leaders is organizing a ``Latino Charter Reform Summit'' for July 7 to form a united position on issues including what powers should be given to neighborhood councils.

Elected Charter Reform Commission member Nick Pacheco Lauro "Nick" Pacheco, Jr. is an American attorney, politician, and a member of the Democratic Party. Pacheco served as a member of the Los Angeles City Council (1999-2003).  is among the organizers. All seven Latino commission members have been invited to the summit.
