--UCI rejected donor livers at a higher rate than any other transplant program in California;

--UCI had insufficient surgeons and staff to perform the required minimum number of transplants;

--UCI had an unacceptable survival rate below federal standards.

"UCI clearly put the alleged prestige of the medical center ahead of the best interests of their patients and many of them died while waiting for a transplant. We certainly agree with UCI Chancellor Drake's public comments that UCI needs a really big fix and that they should be held responsible," said Eisenberg.
