 preliminary figures issued by Citizenship and Immigration Canada The Department of Citizenship and Immigration Canada is the department of the government of Canada with responsibility for issues dealing with immigration and citizenship. The department was established in 1994 following a reorganization within the federal government. .

The preliminary numbers show that immigrants were in these groupings:

* economic class (includes applicants and their families) 57%,

* family and refugee classes, as well as those who received humanitarian and compassionate com·pas·sion·ate  
adj.
1. Feeling or showing compassion; sympathetic. See Synonyms at humane.

2. Granted to an individual because of an emergency or other unusual circumstances:
 consideration, 43%,

* Canada received almost 33,000 refugees, 26% more than in 2003.

The number of permanent residents admitted under provincial nominee nominee n. 1) a person or entity who is requested or named to act for another, such as an agent or trustee. 2) a potential successor to another's rights under a contract.  agreements and the Canada-Quebec agreement grew to just over 50,000 immigrants.
