``We're having a problem with people presenting fake IDs,'' said Vito Scattaglia, area commander for the Department of Motor Vehicles' Investigations and Audits Division in Arleta. ``Our whole goal is to maintain the integrity of our documents.''

Most of those cited face up to $1,000 in fines.

Despite the DMV's recent emphasis on training service technicians to identify fake or altered identification, many slip through because their quality is ``outstanding,'' Scattaglia said.

``The quality on some of them is excellent. On others, it's poor,'' he said.

Often, investigators identify fake documents by the print and coloring, faded seals, spelling errors and policy numbers not matching when insurance companies are called.

 has begun to crack down, those making the fake documents have been demanding higher prices, investigators said.

In one case Tuesday, a man agreed to pay $1,400 for a counterfeit birth certificate. He had put $700 down when an investigator caught him trying to pass the document to a representative. The remaining $700 was supposed to be paid once he got his license.

``We saved him another $700,'' Scattaglia said.

``What these people are paying for the fraudulent document, they can go out and pay for basic insurance.''

On Tuesday, investigators mingled with customers in line and the parking lot to identify people defrauding the DMV, said Greg Huber, a senior special investigator.

Some were clever enough to recognize the undercover operation and leave, Huber said.
