The plans are set for review at 7 p.m. Thursday by the Santa Clarita Parks and Recreation Commission.

The Newhall Land and Farming Company The Newhall Land and Farming Company is a land management company based in Valencia, California, United States. The company is responsible for the master community planning of Valencia, as well as the management of farm land elsewhere in the state. , which owns the North Valencia property, is preparing a specific plan for a region bounded by Newhall Ranch Road, Copper Hill Drive, McBean Parkway and San Francisquito Creek. An annexation agreement between the city and the developer calls for the plan.

Sixteen acres within that area, including 11 owned by the Metropolitan Water District, have been mapped as parkland and would be jointly used by a proposed junior high school. About seven acres owned by Los Angeles County and the MWD MWD Metropolitan Water District of Southern California

 would be added for a 22.9-acre public park shared with the campus planned on the northwest corner of McBean and Decoro.

Under the state Quimby Act, which requires developers to provide parks along with residential development, Newhall Land must give 17.1 acres or the equivalent in the annexation area. Because some of the proposed park property is owned by the MWD, the developer will miss the requirement by about 2.3 acres, according to the city report. That would be offset by $300,000 the developer will pay toward construction of facilities in the 22.9-acre park and in the planned Chesboro Park in a neighboring development.

The plan prepared as part of the annexation effort also calls for trails along Newhall Ranch Road and extension of the Santa Clara River Trail The Santa Clara River Trail is a paved bicycle and walking path located in the city of Santa Clarita, California. The path is currently approximately 8 miles in length and generally runs in an east-west direction and closely follows the path of the Santa Clara River and Soledad  along San Francisquito Creek. The walkways would become part of a systems of trails linking destination points such as parks, the future junior high and commercial and residential development.

The city Planning Commission will review the annexation plans in a meeting at 7 p.m. meeting April 20 in City Hall Council Chambers. That commission will focus on trails, parks and stabilization of the creek.

Copies of all the plans are available for review in the Parks and Recreation Department on the first floor of City Hall.
