State and civic leaders broke ground Friday on the final Los Angeles County phase of the Foothill Freeway construction - work that also brings with it good news for frustrated commuters who have endured years of bottleneck A lessening of throughput. It often refers to networks that are overloaded, which is caused by the inability of the hardware and transmission lines to support the traffic. It can also refer to a mismatch inside the computer where slower-speed peripheral buses and devices prevent the CPU from being used to its fullest capacity. on Base Line

Freeway project coordinator Marco Ruano said Caltrans is still prepared to meet its ambitious mid-2002 completion date for the $48 million portion of the freeway between La Verne and Interstate 15.

``It's a very aggressive and risky schedule,'' Ruano said. ``We will have to be resourceful.''

Unforeseen problems involving excavation or weather could affect the completion date of the 22-mile stretch, he said.

Cities and counties have pushed not only for the rapid completion to minimize inconvenience, but also for the freeway to be opened at once, and not in stages, Ruano said.
