A veteran investor relatively new to the affordable housing sector, Rachel Arfa has years of experience acquiring, operating, and managing commercial properties in New York and New Jersey. With partner, Alex Shpigel, she founded Ocelot Capital Group after more than two decades experience with complex financial transactions, investment management and law. She was director and chief legal officer of Chancellor LGT Asset Management, an investment firm handling more than $60 billion in assets. Giarratano currently oversees The Waiters Group's residential and commercial properties. As a result, she is working closely with the New Jersey Housing and Mortgage Finance Agency. The Stafford Park project in Stafford Township will include 112 affordable housing units, and the Whispering Hills development will include 52 affordable housing apartments. In addition, as the manager of all the multifamily properties owned and managed by the Waiters Group she routinely resolves all of the issues that arise concerning the buildings and the tenants. Giarratano joined Waiters in 2002 as community manager. She oversees property management of the organization's diverse portfolio of residential and commercial properties. She began her career as a leasing agent where she served as assistant manager. After starting his residential real estate appraisal firm from scratch eight years ago, Heskel hag grown his company into one of the leading independently owned and operated real estate appraisal firms in the city. Prior to joining Clarett, she worked for Cushman & Wakefield and was involved in advising and representing clients on lease acquisitions and dispositions both domestically and globally. She also worked for Ritz-Carlton Hotel Company evaluating property investments and financing structures. She received her Bachelor of Science degree in Business Administration from Pepperdine University and MBA in Finance and Management from the Stern School of Business at New York University, where she was co-president of the Real Estate Club and European Business Society.

Schuster was involved in the Ocean Acres at Barnegat development, a unique single-family development which got underway in 1997.
