Units and installations prepare and submit self-nomination packets through command channels to their appropriate major command, where panels will select the best. The major commands send their nominations to a Department of the Army (DA)-level evaluation board conducted at Fort Eustis Fort Eustis is a United States Army facility located in Newport News, Virginia.
