Wallace was born on December 31, 1946, in Chicago, Illinois.

Valcourt David P. Valcourt is a Lieutenant General of the United States Army. He was previously the Commanding General of the Field Artillery Center and Fort Sill, Oklahoma. , Chief of Field Artillery and Commanding General of Fort Sill, OK, at the USFAA booth during the Joint Fires and Effects Seminar and Trade Expo at Fort Sill in April.
