2004 elections for ACTE Board of Directors.

) will choose a president-elect for the association and vice presidents for the following divisions and regions: Region III, Region IV, New and Related Services, Technology Education and Trade and Industrial Education. The ACTE president-elect will serve one year in that office, beginning July 1, 2004, followed by one year as president, and one year as past-president. The vice presidents will be elected for three-year terms, beginning July 1, 2004. The ACTE Bylaws The rules and regulations enacted by an association or a corporation to provide a framework for its operation and management.

Bylaws may specify the qualifications, rights, and liabilities of membership, and the powers, duties, and grounds for the dissolution of an

All ACTE affiliate, standard, direct, and life members whose membership dues were received at ACTE headquarters by January 15, 2004 are eligible to vote. All eligible members may vote for president-elect; members of all divisions and/or regions holding elections are also eligible to vote in those elections.

ACTE asked the two president-elect candidates to answer the following questions to help members understand where the candidates stand on the important issues facing the organization.

Why do you seek the office of President-elect?

I want to have a positive impact on ACTE. I believe my strong management skills will help provide leadership and vision in the areas of financial management, organizational effectiveness Organizational effectiveness is the concept of how effective an organization is in achieving the outcomes the organization intends to produce. The idea of organizational effectiveness is especially important for non-profit organizations as most people who donate money to non-profit  and leadership development. Career and technical education is on the threshold of a critical time in education and must be the leading advocate in promoting and devising a plan to address critical issues in education. As your President-elect, I will lead out organization toward a shared vision and plan of action in order to accomplish out goals.

SMITHSON. Today we are facing some critical issues about the health and vitality of out organization. We are being asked to examine our belief in career and technical education and the association that serves it best, ACTE. Frankly, we are being asked to decide how much value we place on both out profession and out professional organization. I believe that the way in which we allocate out precious resource of time speaks volumes about what we truly value. I believe in career and technical education. I believe in the value of ACTE as the premier organization for career and technical education professionals.

GILLISPIE. I am a product of career and technical education and a proponent One who offers or proposes.

SMITHSON. My postsecondary experiences in family and consumer sciences and vocational-technical education prepared me for my work in adult education and later in secondary education as a family and consumer sciences teacher. In my current position as the Community Engagement Facilitator for an urban high school, I work closely developing partnership with business and industry, nonprofit A corporation or an association that conducts business for the benefit of the general public without shareholders and without a profit motive.

Nonprofits are also called not-for-profit corporations. Nonprofit corporations are created according to state law.
 and faith-based organizations, and career academies. These work experiences have allowed me to view career and technical education from several perspectives including the classroom, the workplace and the community.

Beginning in 1987 when I first became a member of ACTE, I have had the opportunity to serve my state association as president, secretary, division president, and state representative to the Region II Policy Committee. Currently, I serve as the ACTE Region II Vice President and region representative to the ACTE Executive Committee. I have worked with dedicated professionals across all five ACTE regions as well as learning the unique needs of each of our twelve divisions. These various leadership positions have offered me a unique education in leadership and a broad-based understanding of the entire organization. I believe that "seeing the big picture" of career and technical education is a desirable and essential skill for future leaders Future Leaders is a UK schools-led charitable organisation that aims to widen the pool of talented leaders especially for urban challenging secondary schools. It was founded in March 2006 by Nat Wei, a former founder of Teach First.  of our association.

What are the implications for our association and what strategies would you employ to respond to those implications?

GILLISPIE. It is critical that ACTE proactively recruit and retain members. This can best be accomplished by establishing a well-defined and articulated Recruitment/Retention Program. This program should be designed by a task force made up of representatives from across divisions and states as well as business and industry representatives. A diverse task force will ensure that we assess the needs of current members as well as take into account any future needs. The task force should consider developing a plan with goals and objectives that include establishing partnerships with universities and technical schools, providing for direct communication among all stakeholders Stakeholders

All parties that have an interest, financial or otherwise, in a firm-stockholders, creditors, bondholders, employees, customers, management, the community, and the government.
, utilizing business and industry resources, providing for ongoing teacher support and professional development, collaborating with academic educators and addressing the financial commitment and concerns of those going into career and technical education professions.

Recruitment and retention of members is no easy task and ACTE should hot assume a one-size-fits-all solution. Our organization would be wise to pilot variations of the task force's Recruitment/Retention Program that address the diversity of its members and collects data on the successes and progress of these programs. Evaluation of this data would then ensure that ACTE is making continuous, informed improvements and refinements to our programs. Finally, my call to all current ACTE members is to recruit one new member to our great association. This is easily attainable and would make the greatest impact on ACTE.

SMITHSON. ACTE has and continues to benefit from the experience and expertise of our more "seasoned" members. However, the fact that the majority of our members are over the age of 50 presents some challenging implications for our association. First, ACTE may face a possible steady membership decline as our current members reach retirement age. For some, this will mean not only retirement from careers but also a discontinuation dis·con·tin·u·a·tion

 of their professional memberships. Second, as the generation gap widens and member needs change, ACTE may experience difficulty in attracting and retaining younger CTE professionals. Finally, in order to attract new and younger members, our organization will need to offer member services that appeal to a diverse membership.

ACTE has been proactive in anticipating some of these implications and has started collecting membership information through the member surveys, focus groups and Organizational Review and Assessment Task Force. A strong mentorship program designed to identify, encourage and guide new members and association leaders would create professional networks of committed members. Using "seasoned members" as mentors could also revitalize their commitment to ACTE and CTE. Researching alternate means of providing services important to target membership groups would be another strategy to address the implications of an aging membership. ACTE must be willing to develop alliances and partnerships with other organizations that might provide services and resources desired by our associations changing membership groups.

What are the three most important issues that ACTE needs to address in the Perkins Reauthorization?

GILLISPIE. I believe that there are several issues that we need to address concerning Perkins Reauthorization. First, Perkins addresses the quality of education for all children by ensuring that career and technical education is an integral part of the educational process. Secondly, reauthorization of Perkins will allow us to develop a strong economy that supports plentiful plen·ti·ful

Study beyond the level of secondary education. Institutions of higher education include not only colleges and universities but also professional schools in such fields as law, theology, medicine, business, music, and art.
. Finally, reauthorization will support a rise in the standard of living and continued improvement in the quality of life for all citizens.

In order to address these issues ACTE must:

A. Lead the way in developing a comprehensive policy in developing a highly skilled workforce to keep the country competitive in a global economy.

B. Develop and promote a funding strategy that will support the implementation and continuation of career and technical education.

C. Collaborate with other organizations to achieve these public policy objectives.

ACTE is recognized and should continue to be recognized for its leadership in helping federal policymakers determine education laws and funding that support career and technical education.

SMITHSON. ACTE has identified six key issues for career and technical education as addressed in its Perkins Reauthorization Position Paper. I believe the most important are: 1) Defining career and technical education, 2) Supporting teacher quality, recruitment and retention and 3) Promoting relevant, effective educational programs and initiatives that enhance student achievement.

ACTE must insure that the language of Perkins Reauthorization communicates an association and profession that is constantly adapting and responding to the demands of the workforce. Programs including integration of academic and career and technical instruction, comprehensive career guidance services, Tech Prep, and career and Technical Student Organizations Career and Technical Student Organizations (CTSOs) are vocational organizations primarily based in high schools. Often, on the state level, they are integrated into Departments of Education or incorporated as non-profit organizations.  are valuable in insuring the success of out CTE students. ACTE must insist that states have the flexibility to implement those programs that best serve their student populations.

What do you see as the most significant trends and challenges facing career and technical education and what are the implications for ACTE?

GILLISPIE. I believe that there are several trends and challenges facing career and technical education:

A. The effectiveness of traditional vocational education vocational education, training designed to advance individuals' general proficiency, especially in relation to their present or future occupations. The term does not normally include training for the professions.  in high school is being challenged and career and technical educators are under pressure to utilize research-based teaching methods and CTE processes.

B. There is pressure in national education policy to shift CTE funding and support from secondary to postsecondary education.

C. There is a trend in national education policies to place major emphasis on academics in secondary education.

D. There is a trend in national education policies to require more measurable proof of student achievement.

E. Career and technical education must be defined in a way that allows our core constituency to support out efforts toward developing career-focused education.

ACTE must be the leading voice in educational advocacy efforts that build strategic alliances and recognition of the benefits of career and technical education across our nation. ACTE must also take a proactive approach in designing and implementing professional development for career and technical educators that will enhance their classroom practices as well as their participation in developing and supporting public education policies that benefit all students.

SMITHSON. Funding will continue to be a significant challenge for career and technical education. Perkins funding will be closely scrutinized as we begin to experience the impact of other education legislation such as No Child Left Behind. It is imperative that ACTE continue to be a strong voice in support of Perkins funding but even more critical that it explores other sources of funding for CTE.

In a world moving towards a global economy, career and technical education will continue to face challenges of remaining responsive to the needs of the marketplace while preparing students to be productive family members, employees and citizens. The image and identity of career and technical education will depend greatly on the support of its professional organization, ACTE. As members, we will continue to face the challenge of promoting career and technical education as essential for all students. Platform Statement:

I am honored to have the opportunity to run for president-elect of ACTE. I am living proof that Career and Technical Education works. My successes today are a direct result of my positive agriculture education experiences and FFA involvement. The opportunity to run for president-elect allows me to continue to give back to Career and Technical Education. I will continue to further ACTE's efforts in defining core purposes, creating an envisioned future, determining research needs and addressing major issues for our association. My major areas of focus will be:

Leadership Development: I want to build an effective Leadership Program at the National Level. I believe that we have a multitude of professionalism and talent within our organization. We need to tap that talent by "growing our own" leaders. We should identify these potential leaders, provide opportunities for leadership training that specifically address the needs of our organization and then send these leaders back to their own states to institute similar programs at home.

Legislative Advocacy: It is vital that ACTE continues to participate in advocacy efforts with other organizations that support Career and Technical Education. This will assure that Career and Technical Education receives requested federal funding. We also need to implement professional legislative training workshops at the state level to ensure that statewide, grassroots efforts support Career and Technical Education.

Membership Needs: In order to best serve the professionals in our organization, we need to expand our efforts to develop programs for new and returning members. Support for our members should be easily accessible and readily useable. We should utilize technology for communication opportunities, showcasing best-practices and providing quality professional development. Technology is just one of the resources we can use to better serve our members. Implementing opportunities like these will then attract and retain members.

Throughout our nation's history, Career and Technical Education (CTE) has emerged as one of the most dynamic delivery systems for the preparation and maintenance of a competitive, adaptable workforce. Through my position with the Minnesota Department of Education I have the privilege of working with CTE teachers throughout the state and I continually hear the stories of programs being cut to ensure that time is available for subjects required by No Child Left Behind. I feel that we need to continually strive to work with the integration of academies and skills for all students. If our students are not prepared for the world beyond high school then all of business and industry, as well as the economy, will surfer.

It is critical that we, as a strong profession, continue to establish opportunities for students to explore and prepare for careers at an early age and provide contextual learning Contextual Learning is reality-based, outside-of-the-classroom experience, within a specific context which serves as a catalyst for students to utilize their disciplinary knowledge, and which presents a forum for further formation of their personal values, faith, and professional  in high school programs and beyond. The membership of ACTE is facing a critical crossroads. It will take focused, experienced leadership in guide the way for the next generation of membership. I have extensive experience in fundraising through ACTE's Legislative Support Fund, numerous local scholarships and a successful campaign for the National Foundation for Transplants. Career and Technical Education is at a crossroads. Recent federal legislation focuses on academics and test scores. In addition, local schools are facing budget constraints A Budget Constraint represents the combinations of goods and services that a consumer can purchase given current prices and his income. Consumer theory uses the concepts of a budget constraint and a preference ordering to analyze consumer choices. . ACTE members must step up to the challenge and preserve career and technical education programs. There are four steps to insure quality career and technical education programs continue to be available for students regardless of age, stage of life, or socio-economic status.

The four steps are:

* Career and technical education programs must reinforce academic skills through hands-on, real world activities. Continued collaboration with academic instructors makes theories come to life. Every CTE lesson needs to address identifiable academic standards.

* CTE instructors must build a bridge of communication and cooperation to ensure student access to life-long learning. Funding at all levels is critical for life-long learning to occur.

* Communication with state and national policy makers regarding the need for adequate CTE funding is critical. Effective communication must include numerical data Numerical data (or quantitative data) is data measured or identified on a numerical scale. Numerical data can be analysed using statistical methods, and results can be displayed using tables, charts, histograms and graphs.  illustrating how CTE programs impact learners and the economy.

* ACTE members must be proactive in seeking legislation and policies that adequately fund CTE programs. Policy makers need to meet the learners impacted by CTE programs and spend time in CTE classrooms.

Nancy Pietras is a candidate for Vice President of the New and Related Services (NRS) Division. She has been a Career and Technical professional for over 35 years. Nancy began her career as a Family and Consumer Science teacher before she became involved in administration. For the last six years, Nancy has been the Northwest Ohio Tech Prep Consortium Director. The Consortium serves a three-county area and over 1500 students.

New and Related Services is a division that fosters and supports clearly identified and unique groups that form the sections. Nancy believes that the role of the Vice President of NRS is to link the various sections under a common focus that supports ACTE's overall mission and goals. To ensure that this happens, it is critical to establish a comprehensive communication system in which the various sections have an opportunity to have their needs and concerns voiced as well as having access to information from ACTE.

Nancy brings the perspective of a teacher, school-level as well as regional administration. The skills learned thought these experiences will benefit the Division and ACTE.

I believe that technology education is an essential discipline for all students, especially those students interested in engineering as a career. To that end, I see the role of the ACTE/TED Vice President as providing leadership for technology education classroom teachers, technology teacher educators, and most importantly Adv. 1. most importantly - above and beyond all other consideration; "above all, you must be independent"

Technology education provides students with technological literacy Technological literacy is the ability to understand and evaluate technology. It complements technological competency, which is the ability to create, repair, or operate specific technologies, commonly computers.  and career exploration skills in pre-engineering. I see the development of community support as the backbone for insuring technology education's place in our schools. Additionally, the TED must develop and mentor teachers to assume leadership roles in the profession.

If elected Vice President, I pledge to make a difference; and therefore I will:

* Be an active voice for the division's membership,

* Effectively represent technology education at the national level,

* Promote ACTE/TED membership,

* Provide and promote mentorship to develop TED leadership for tomorrow, and

Career and Technical Education is dynamic, the blood that runs through the veins of all education. I truly believe that Trade and Industrial Education has the philosophy, instructional delivery system and partnerships with industry, that we can truly lead education, so that all students will benefit.

As an Industrial Education department chair in a comprehensive high school, I see on a daily basis the challenges and opportunities our students, instructors, and programs face. It is these issues in which I envision opportunity that we tan grab, and enhance our instructional delivery system for Trade and industrial Education.

The issues my Industrial Education department faces each day, have to be similar to ones being faced by all Trade and Industrial Educators in our country. The issues, professional development, academic integration, funding on all levels, student recruitment, testing and assessment, academic remediation and professional association involvement.

I know that as a team that we can have a positive impact on all these issues and the many more that seek a home into our classrooms each day.

Platform Statement

Trade and Industrial (T&I) education is the heart of CTE. It is recognized that T&I programs are located at most schools across this nation. During the early days, some states built entire schools around the T&I programs. Yet our heart has become weak, schools are starting to drop programs. Students need to understand that T&I programs lead to both career and college opportunities.

Diversity in our programs is what gives us our strength, out unity however is lacking. We must find a way to unify 1. (database, product) Unify - A relational database produced by Unify Corporation.
2. (algorithm) unify - To perform unification.
 all T&I educators in order to have a greater influence at the local, state, and national levels.

As your division vice president, some of my goals will be:

* To promote all programs in T&I to the public and our legislators

* To provide increased opportunities for member involvement in all aspects of ACTE

* To attract new members and retain current and former members

* To establish improved communication among the T&I membership and ACTE.

I look forward and appreciate the opportunity to demonstrate my energy, my enthusiasm, and my passion for Trade and Industrial Education. I believe in this organization and want to work with you to unify and bring back that strong heart of CTE.
