Ballots will be mailed to eligible voting members April 26. The following membership categories have one vote: Professional I, Professional II, Executive Gold, Organizational and Dual Member Chapters and Affiliated Organizations. Only members with paid memberships as of April 1 will be eligible to vote.
The closing date for the election is June 4. Please note that detailed voting instructions will be included in the front of the ballot book. Candidates for all the positions are listed on the following pages, along with brief summaries of their backgrounds.
Gary D. Maynard
Director, Iowa Department of Corrections
Gary D. Maynard has more than 30 years of corrections experience. He has previously served as corrections director in Oklahoma and South Carolina and as director of corrections and public safety programs at the University of Oklahoma. Earlier, he served as assistant commissioner of the Arkansas Department of Corrections and as a psychologist for the Bureau of Prisons. Maynard is currently a member of the Commission on Accreditation for Corrections after being elected in 2002 by the ACA membership, and he has been an auditor for more than 20 years. He is the author of the 14th edition of Correction Officer, published by McMillan Publications. He served for more than 32 years in the Army National Guard, retiring as a brigadier general. Manard has a bachelor's degree in sociology from East Central University in Ada, Okla., and a master's degree in psychology from Oklahoma State University. He has been a member of ACA for 29 years. Terry L. Stewart
Principal, Advanced Correctional Management, Arizona
Terry L. Stewart served as director of the Arizona Department of Corrections from December 1995 to November 2002. He earned a bachelor's degree in business and a master's degree in business administration from Arizona State University. He is currently a principal with the consulting firm Advanced Correctional Management. Six years ago, Stewart suggested that both the American Correctional Association and the Association of State Correctional Administrators begin to focus on the issue of staff safety. Subsequently, both organizations have developed staff safety committees to address the needs of personnel working in the corrections environment. Stewart currently chairs the ACA Staff Safety and Emergency Preparedness committees. In addition to assisting the current ACA president, Charles Kehoe, in his administration, he hopes to bring the focus of staff safety to the forefront of the corrections agenda if he is elected to the office of president-elect and during his term as president. Harold W. Clarke
Director, Nebraska Department of Correctional Services
Harold W. Clarke's career with the Nebraska Department of Correctional Services began with an entry-level position in 1974. After holding 11 different positions, he was appointed director by former Gov. Kay Orr in 1990, reappointed by Gov. Benjamin Nelson in 1991, and reappointed again by Gov. Mike Johanns in 1999. He is a past member of ACA's Delegate Assembly and Board of Governors and was vice chair of ACA's Ethics Committee. He served as an auditor for the Commission on Accreditation for Corrections and later as a commissioner. He is currently ACA's treasurer and a member of the Executive Committee. Clarke is a past president of the Association of State Correctional Administrators and received the Michael Francke Award in 1997. His civic involvements are many. He chairs the Foundation for the Lincoln Public Schools and serves on the board of the Girl Scouts and the Lincoln Council on Alcoholism and Drugs, among others.
Professor of Penology and Policing, Woodworth College, University of Toronto
Donald Evans is president of the board of the Canadian Training Institute and professor of penology and policing at Woodworth College, University of Toronto. He has held senior positions with the Ontario Ministry of Correctional Services and a number of other government positions, including assistant deputy minister of policing services in the Ministry of the Solicitor General in Ontario. He is a past president of the American Probation and Parole Association and the International Community Corrections Association. Since 1978, Evans has been an active member of ACA and has served as Board of Governors' representative to the Executive Committee, a member of the Delegate Assembly and served as chair or member of various ACA committees. Since 1992, he has written the Probation and Parole Forum column in Corrections Today. He has received the E.R. Cass, Margaret Mead (ICCA) and the Walter Dunbar (APPA) awards and is a recipient of the Ontario Lieutenant Governor's Medal for distinction in public administration.
Warden, Dixon Correctional Institute, Louisiana
A 30-year veteran of the Louisiana Department of Public Safety and Corrections, James LeBlanc has spent his career devising new and successful programs through in-depth analysis, hard work, and active participation in ACA and other organizations. His management style is described as progressive and innovative. A Vietnam veteran, he earned a bachelor's degree in business administration at Southeastern Louisiana University. LeBlanc is vice president of the Department of Corrections Credit Union, secretary of the Louisiana Association of Wardens, chairman of Louisiana's inmate re-entry initiative, coordinator of the governor's litter task force and a board member of the state employee insurance program. He is the former director of prison industries and served as the department's undersecretary and chief of staff, responsible for administrative and financial management. His work ethic and dedication to his employees has garnered praise and awards from both public and private entities. LeBlanc has been a member of ACA since 1981.
Commissioner, Indiana Department of Correction
Evelyn Ridley-Turner has worked for the Indiana Department of Correction for 29 years. On Feb. 1, 2001, she was appointed commissioner by the late Gov. Frank O'Bannon, becoming the first female to head the agency. Prior to her appointment, she was deputy commissioner for the Juvenile Services Division for eight years. She has held other key positions within the department, including supervisor of community correctional services, staff counsel and director of the Division of Internal Audits and Investigations. She served on ACA's Standards Committee and is currently a member of ACA's Children's Initiative Committee. Ridley-Turner is a member of the Association of State Correctional Administrators and serves as chair of the Legislative and Legal Issues Committee, vice chair of the Re-entry Committee and member of the Victims Committee of ASCA. She is also a past president of the Indiana Correctional Association. She has a bachelor's degree from Indiana University, Indianapolis, and a law degree from Indiana University School of Law, Indianapolis.

Raul S. Banasco
Warden, Hernando Correctional Institution, Florida
Raul S. Banasco has been in the juvenile and adult corrections field for approximately 18 years. Since 1988, he has worked for the Florida State Department of Corrections in several positions, including correctional officer, correctional probation officer and supervisor, assistant superintendent, assistant warden and warden of a female institution. He received a bachelor's degree in psychology from Iona College and an executive certificate in public management and master's degree in public administration from Florida Atlantic University. Banasco is the state president for the Florida Council on Crime and Delinquency for 2003-2004, vice president of the National Organization of Hispanics in Criminal Justice and has been an active member of many ACA committees for several years.
Artis "Ray" Hobbs
Chief Deputy Director, Arkansas Department of Correction
Artis "Ray" Hobbs began his corrections career as a correctional officer in Arkansas in 1975 and worked his way up to his current position of chief deputy director. He supervises seven units and five programs within the Arkansas Department of Correction. Hobbs is a certified auditor for ACA and was chairman of its Program Committee. He has also served on ACA's Shock/Boot Camp Reintegration Committee and the Affirmative Action Committee. In addition, he is a member of the Southern States Correctional Association and the Arkansas Criminal Justice Association. Hobbs holds a master's degree in criminal justice (1990) and is a part-time lecturer/teacher at the University of Arkansas at Little Rock. He also coordinates the United Way campaign for the Arkansas Department of Correction.
Correctional Program Manager, Tacoma Pre-release, Steilacoom, Wash.
Pamela Maddess has been involved in the corrections field for more than 25 years with the Washington Department of Corrections. She began her career at the Washington Correction Center for Women as a correctional counselor, moving into field operations after two years. She was promoted into a lead probation and parole position and served in the community and then in the first work release program for developmentally disabled offenders, which was co-located with a transition program for mentally ill offenders. Her first position as a supervisor was in a prerelease facility, which was co-ed at the time. She then served as a field administrator for 15 years, gaining experience in leadership, community involvement, work release and programs, supporting the concepts of restorative justice. Currently, Maddess is involved again in prerelease, working with female offenders and developing programs and services to manage their risk factors and transition them back into their communities. She is also very involved in the Washington Correctional Association, having just completed a two-year term as its president. She has attended ACA conferences and has joined committees that have included the Mental Health Task Force and the Female Offender Task Force. She was recently appointed to ACA's Adult Corrections Committee.
Vice President and Chief Clinical Officer, WestCare, Florida
Robert Neri is responsible for development and oversight of all agency clinical systems, clinical supervision staff training and program evaluation activities. He is a licensed mental health clinician and a certified addictions professional. He is also a certified domestic violence facilitator. With more than 20 years of experience working in the health care field, he specializes in designing, implementing and evaluating clinical operations for nonprofit substance abuse treatment providers. Throughout his career, he has developed and managed residential therapeutic communities for adolescents and adults. Most recently, Neri served as clinical director of Phoenix House of Florida. Prior to Phoenix House, he was with Operation Par for 23 years, where his last position was executive vice president. Additionally, he is nationally known and recognized for his knowledge, expertise and experience in designing treatment systems for substance abusers in the criminal justice system and specialized treatment for women and their children. Neri's past and current professional affiliations include chairperson, Standards and Ethics Committee for Therapeutic Communities of America (TCA); registered evaluator of TCA's Counseling and Credentialing Board, 1978 to present; member, Certification Board for Addiction Professionals of Florida, 1989 to present; adjunct professor in human services, St. Petersburg Junior College; and expert witness, U.S. Senate Subcommittee on Drug Abuse for the "Crack Cocaine" hearings on behalf of Gov. Lawton Chiles (1986). He is also a training consultant for the Florida Department of Corrections.
Eugene E. Atherton
Assistant Director, West Region, Colorado Department of Corrections
Eugene E. Atherton has worked for 27 years for the Colorado Department of Corrections. He has held a variety of positions throughout prison operations up to his current position as assistant director of prisons. He has served as warden at Buena Vista Correctional Complex and Colorado State Penitentiary. Both prisons have been recognized for outstanding practices at a national level. For more than 10 years, Atherton has served as an instructor, national auditor and technical assistance consultant on a variety of issues for the National Institute of Corrections. He has authored or edited critical publications such as Guidelines for the Development of a Security Program, Use of Force: Current Policy and Practice, and Supermax Prisons: Beyond the Rock. Additionally, he has served in the capacity of expert in legal forums on issues such as professional conduct, conditions of confinement and use of force. Atherton received his bachelor's degree from Michigan State University. He is a member of ACA, the Colorado Criminal Justice Association, the South Central Law Enforcement Officer's Association and the North American Association of Wardens and Superintendents.
Mark H. Saunders
Warden, Correctional Reception Center, Ohio
Mark H. Saunders started his corrections career as a military police officer on military stockade duty at Fort Bliss, Texas, in 1977. He joined the Ohio Department of Rehabilitation and Correction as a classification specialist, advancing to unit manager, administrative assistant and deputy warden before being named warden in February 2000. Saunders has gone through ACA accreditation at five institutions since 1987. He earned his bachelor's degree in criminal justice from the University of Texas at El Paso in 1983. Currently president of the Ohio Corrections and Court Services Association, Saunders has also served its board as vice president, newsletter editor and in other capacities since 1993. He is the current treasurer of the North American Association of Wardens and Superintendents and has served on the executive boards of the Correctional Education Association-Ohio and the Ohio Chapter of the National Association of Blacks in Criminal Justice. An ACA delegate since 1996, Saunders is on the ACA Congress Program Planning Committee for the second year and the ACA Membership Committee for the fourth year.
John Cary Bittick
Sheriff, Monroe County Sheriff's Office, Georgia
Since 1983, John Cary Bittick has served as sheriff of Monroe County, Ga. He manages a full-service, nationally accredited law enforcement agency of 105 personnel and operates a correctional facility with nationally accredited medical services that houses 168 inmates. He has been employed with the Monroe County Sheriff's Office since 1972. The past president of the National Sheriffs' Association, he also has served as president of the Georgia Sheriffs' Association and Georgia Sheriffs' Youth Homes. Bittick is a graduate of the 130th session of the FBI's National Academy and the FBI's Law Enforcement Executive Development Program. He is a past member of the State of Georgia Department of Juvenile Justice Board, and the State of Georgia Children and Youth Coordinating Council. He is the chair of both the Monroe County Child Fatality Review Committee and the Monroe County Child Abuse Protocol Committee. Bittick served as a commissioner on the Commission for Accreditation for Law Enforcement Agencies and was on its Standards Review and Interpretation Committee. He also serves as chair of the National Sheriffs' Association's Legislative Affairs Committee. Bittick is vice chair of ACA's Adult Local Detention Committee and is a member of its Program Planning Committee.
Jail Administrator, Hamilton County Sheriff's Office, Tennessee
Chief Jim Hart has worked in military and civilian corrections since 1975. During his military career, he worked in five different confinement facilities, operated a correctional custody program and served as the director of Marine Corps Corrections. Upon his military retirement in 1997, he was employed as a jail captain by the Hamilton County Sheriff's Office and promoted to deputy chief of corrections in September 1998, where he is employed as the jail administrator of the Hamilton County Jail, Chattanooga, Tenn. An ACA member since 1986, Hart is an active ACA auditor of adult local detention facilities. He has a bachelor's degree in criminal justice administration, is a certified jail manager with the American Jail Association and currently serves as its third vice president.
Wayne R. Liddell
Director, Berrien County Juvenile Center, Michigan
Wayne R. Liddell has served as director of the Berrien County Juvenile Center since 1991 and worked in other supervisory capacities since 1982. He has worked in a private residential facility in Michigan and a state juvenile correctional facility in Washinton. Liddell also teaches corrections at Lake Michigan College. He received his bachelor's degree in criminal justice from the University of Illinois-Chicago and his master's degree in criminal justice from Michigan State University. Liddell has been active in ACA since 1985, serving on numerous committees and as a consultant/trainer. He served on the Commission on Accreditation for Corrections from 1996 to 1998 and has been a member of the Board of Governors since 2000. Liddell is past president of the National Juvenile Detention Association (1994-1996) and the Michigan Juvenile Detention Association (1992-1994).
Executive Director, Middle Peninsula Juvenile Detention Commission, Virginia
Joanne Smith has worked in the juvenile justice field for 30 years, 25 of those years as an agency director. Her experience includes direct care, program supervision and administration of secure and less-secure detention, group homes, foster care, home supervision, electronic monitoring and restitution programs. She is active on a variety of local and state level boards, committees and work groups. Smith is a board member of the Virginia Correctional Association, president of the Virginia Council on Juvenile Detention and state affiliate and board member of the National Juvenile Detention Association. She has a master's degree in forensic psychology from John Jay College.
Glenn S. Goord
Commissioner, New York State Department of Correctional Services
Glenn S. Goord is a 29-year employee of the New York State Department of Correctional Services. He began his career in 1973 as a drug abuse rehabilitation counselor. He rose through the ranks to the position of deputy commissioner for operations. In April 1996, Gov. George Pataki named him acting commissioner, and the state Senate unanimously confirmed his nomination in December 1996. He is the first departmental employee to rise through the ranks to this title. Goord has received numerous national awards, including: Association of State Correctional Administrators' Michael Francke Award for outstanding leadership; the Eagle Award from ACA, recognizing New York as the state with the most facilities having achieved accreditation; and the American Society for Public Administration's Alfred E. Smith Award, its highest honor, for outstanding individual service. Goord is a long-standing member of both ACA and the Corrections and Youth Services Association.
Emmitt L. Sparkman
Deputy Commissioner, Institutions, Mississippi Department of Corrections
During his 28-year career, Emmitt Sparkman has worked in both the public and private sectors of community and institutional corrections and held positions in Texas, Kentucky and Mississippi. He received his bachelor's degree from Sam Houston State University and master's degree from Eastern Kentucky University. His employment experience includes correctional officer, education director, adult probation officer, juvenile intake supervisor/detention superintendent, director of security, warden and superintendent. Prior to his appointment as deputy commissioner for institutions in November 2002, he was the superintendent of the Mississippi State Penitentiary. He has been involved in the ACA accreditation process since 1992 and has served as a national accreditation auditor for ACA since 1995.
Rhonda R. Richard
Bureau Chief, Correctional Health Care, Ohio Department of Youth Services
Rhonda R. Richard began her career in 1990 with the Ohio Department of Rehabilitation and Correction. She served as a classifications specialist, case manager, unit manager and reception coordinator. In 1999, she transferred to the Department of Youth Services. She has served as both deputy superintendent of programs and superintendent. Richard received a bachelor's degree in sociology from Miami University of Ohio. She is currently serving as a board member for the Ohio Correctional and Court Services Association and as vice president of the Juvenile Institutional Cabinet. She also serves as an adjunct faculty member for Southern State Community College. She has served as secretary for the Ohio Wardens and Superintendents Association and as co-chair of the Programming Committee for the North American Association of Wardens and Superintendents' national conference in Cincinnati.
Willie B. Smith
Deputy Administrator for Youth Correctional Services, Las Vegas
Willie B. Smith has 16 years of experience in juvenile corrections. Appointed to her current position in 1999, she is responsible for oversight, budget development, and management, planning and policy development for all division programs dealing with youth corrections and juvenile justice. In addition, Smith has 12 years of experience working in the private, nonprofit sector where she developed and promoted public/private partnerships. While working in the private sector, Smith was responsible for staff and program development and supervision, grant writing and management, resource development for adolescent shelter care, substance abuse programs for youths and adults and related services. She is a member and former chair of the Nevada Juvenile Justice Commission, the Nevada Association of Juvenile Justice Administrators, the National Coalition for Juvenile Justice, the Council of Juvenile Correctional Administrators and ACA. Smith holds a bachelor's degree in sociology and a master's degree in educational foundations and counseling from the University of Nevada-Las Vegas.

Regional Services Coordinator, Eastern Region, Oklahoma Department of Corrections
Jamie Keef began her career with the Oklahoma Department of Corrections in 1980 and has 23 years of service. Her first 18 years were spent working in a facility where she held a variety of positions, including procedures and accreditation manager for seven and a half years. She went through three successful reaccreditation audits in that position. She also served as unit manager of a 132-man minimum-security unit. Keef was promoted to her current position as regional services coordinator for the Eastern Region, Institutions, in 1998. Her region supervises nine of Oklahoma's 17 institutions, which includes Oklahoma State Penitentiary, a maximum-security prison, two medium-security facilities and six minimum-security facilities, including a women's facility. She has been a member of ACA for 13 years and has been an ACA auditor since 2001. She actively promotes ACA and the accreditation process throughout her agency. Keef has been a member of the Oklahoma Correctional Association since 1990, has served on a variety of conference committees, and has been a workshop presenter and moderator.
Ernie L. Moore
Warden, Lebanon Correctional Institution, Ohio
Ernie L. Moore has more than 16 years of experience in the corrections field. He began his career in 1987 as a correctional officer and has been promoted through the ranks, holding numerous positions, including correctional supervisor, inspector of institutional services, assistant warden and deputy warden. He has been a warden at three Ohio institutions (two adult, one juvenile). For three years, he served as the bureau chief of institutions in the Ohio Department of Youth Services. In addition, Moore is currently the president of the Ohio Wardens and Superintendents Association. He is also a member of ACA, the Ohio Correctional and Court Services Association and the North American Association of Wardens and Superintendents. He is an ACA auditor and earned his bachelor's degree with honors from Ohio University.
Martin F. Horn
Commissioner, New York City Department of Correction
Named by Mayor Michael R. Bloomberg to serve as commissioner of the New York City Department of Probation Jan. 1, 2002, Martin F. Horn was subsequently appointed by Bloomberg to serve also as commissioner of the New York City Department of Correction effective Jan. 1, 2003. Prior to his return to New York in 2002, he served as a member of former Gov. Tom Ridge's senior staff as secretary of administration for the commonwealth of Pennsylvania. He served from March 1995 until January 2000 as Pennsylvania's secretary of corrections. Horn earlier served in criminal justice positions in New York state. Most notably, he served as executive director and chief operating officer for the New York State Division of Parole. He has been a member of ACA since 1975 and has served as chairman of the Legislative Affairs Committee. He also has served as chairman of the Association of State Correctional Administrators' Technology Committee.
Deputy Director of Community Corrections, Oklahoma Department of Corrections
Justin Jones has 26 years of experience, most of which has been in probation services, including work as a probation and parole officer, district supervisor of probation and parole, deputy director of community sentencing and deputy director of probation and parole. He is currently a regional representative for the American Probation and Parole Association and a member of ACA's Parole Committee. He has served as conference chair of the Correctional Accreditation Managers Association and past president of the Oklahoma Correctional Association. He is also an ACA auditor and has served as an ACA delegate on probation and parole services. Jones has published several articles in Corrections Today and will soon have a book published on the trials and tribulations of probation and parole work. He has degrees in sociology and communications.

Geralyn Johnson, DDS, MPH
Deputy Director, Division of Immigration Health Services, Detention and Removal Operations, Immigration and Customs Enforcement, Department of Homeland Security
Capt. Geralyn Johnson has served in clinical and administrative positions in federal correctional health programs for more than half of her 21 years with the U.S. Public Health Service. Her career in corrections started with the Bureau of Prisons as a clinical dentist at Leavenworth Penitentiary. She also worked in the BOP central office on credentialing and privileging of health care providers, preparing prison health programs for accreditation by the Joint Commission on Accreditation of Healthcare Organizations and played a role in several quality management initiatives. In 1993, she was selected as the chief health services administrator for the Division of Immigration Health Services, promoted to chief of staff in 2000 and to deputy director this year. Johnson graduated from Creighton University's Dental School in 1983, received her master's degree in public health from the Johns Hopkins School of Public Health and Science in 1999 and is a Council on Excellence in Government fellow. Before correctional health, she served as a clinical dentist then dental director of three community health programs in Iowa, Texas and the commonwealth of the Northern Mariana Islands.
David L. Thomas, M.D., JD
Chairman, Commission on Accreditation in Corrections, Florida
For nine years, David L. Thomas worked for the Florida Department of Corrections. He began as an institutional physician and, for the last seven of those years, served as the director of clinical services and the director of health services. He is currently professor and chairman of the Department of Surgery, and the Division of Correctional Medicine at Nova Southeastern University's College of Medicine. For the past four years, he has served on the Commission on Accreditation in Corrections, and for the past two years, he has been the chairman of that group. As chairman, he brought a university grant to the commission, which facilitated training programs to continue efforts in performance-based accreditation. Thomas attended the University of Miami for undergraduate and medical school and Stetson University for law school. He wrote two novels on drug smuggling in Florida, published by Norton Press. He is a doctor of medicine and an attorney at law and has personal hands-on experience in dealing with inmates as well as the administrative experience of running the health care delivery to the fourth largest correctional system in the country. From 1984 until 1994, while in private practice of medicine, Thomas was elected to and served in the Florida House of Representatives. He holds a commercial pilot's license as well as an ocean operator's license for vessels to 100 gross tons. Thomas is a Vietnam veteran and was awarded the Bronze Star.

Robert Hofacre, RN
Nursing Director, Ohio Department of Youth Services
Robert Hofacre is the nursing director for the Ohio Department of Youth Services and is currently serving his third year with the Commission on Accreditation for Corrections. He has more than 15 years of experience as a nursing administrator in a variety of health care settings and has a broad knowledge of correctional health care. In his current role, he works closely with other medical, mental health, dietary and educational professionals in developing a comprehensive approach to meeting the needs of Ohio's adjudicated youths. Hofacre has been instrumental in the creation and field-testing of the Juvenile Performance-Based Health Care Standards. He has conducted several ACA audits of both adult and juvenile correctional facilities throughout the United States and Puerto Rico and currently serves as the chair to ACA's Health Care Committee. Hofacre received a bachelor's degree in nursing from Michigan State University, a master's degree in health planning from Ohio State University and attended the Royal College of Nursing of the United Kingdom.
Deputy Secretary for Administration, Pennsylvania Department of Corrections
Catherine McVey has 30 years of progressive administrative responsibilities in corrections. She retired from the Texas Department of Criminal Justice in 1998 with 25 years of service and currently serves as deputy secretary for administration for the Pennsylvania Department of Corrections. Her areas of oversight and management include human resources, labor relations, operations, administration and budget, health care services, food services, psychiatric services, county inspections and correctional industries. During the course of her career, McVey has developed expertise in several correctional areas, including delivery of health care services, coordination of contract health care, continuity of care planning, delivery of mental health care, classification and management of special populations. She has been a management consultant/trainer and has been a guest lecturer and presenter at numerous conferences. McVey has served on ACA's Legislative Affairs Committee and Nominating Committee and is a member of the Health Care Committee. She is also a member of the Advisory Committee for the National Institute of Justice.

Robert D. Jones, M.D.
Deputy Director, Health Services, Arizona Department of Corrections
Robert D. Jones is currently the vice chair of ACA's Committee on Health Care and also a member of the Mental Health Committee. He has more than 20 years experience in jails, prisons and community mental health. He has served as the medical director of three states, most recently as deputy director for health services for the Arizona Department of Corrections. He has toured and surveyed facilities from Vermont to California and Washington to Florida. Jones served as an expert witness in two of the longest running 1983 civil rights actions for Puerto Rico and Texas. He is the immediate past president of the American Correctional Health Services Association, an affiliate of ACA. Jones is a colonel in the U.S. Army Reserve and recently served in Operation Enduring Freedom in Kuwait and Qatar. He understands the importance of standards and the accreditation process.
Lannette C. Linthicum

Since 1986, Lannette C. Linthicum has worked for the Texas Department of Criminal Justice in several positions, including staff physician, unit medical director, regional medical director, chief of professional services, associate medical director, interim director of preventive medicine and medical director. She received her bachelor's degree from Smith College in Northampton, Mass., and her medical degree from the University of Maryland School of Medicine in Baltimore. Debra K. DePrato, M.D.
Director, Juvenile Corrections Program, Louisiana State University Health Sciences Center
Debra K. DePrato is a board-certified adult psychiatrist, forensic psychiatrist and board-eligible child and adolescent psychiatrist. She currently serves as director of the Juvenile Corrections Program at the Louisiana State University Health Sciences Center. She is also director of the Section of Forensic Medicine within the School of Public Health at Louisiana State School of Medicine. The Juvenile Corrections Program is a multidisciplinary project that provides services to the Louisiana Department of Corrections and Public Safety. She is responsible for training, forensic clinical services and publications in the area in which medicine and the legal system interact. DePrato serves as a: member of ACA's Health Care Committee; distinguished fellow of the American Psychiatric Association, as well as a member of its Council for Law and Psychiatry; and councilor and member of the Executive Committee of the American Academy of Psychiatry and the Law, as well as member of its Ethics Committee and 2000 Program Chair. She was also a consultant to Louisiana's Juvenile Justice Commission formed by legislative act. DePrato received her medical degree in 1984 from Louisiana State University. She completed her adult and child psychiatry training at Albert B. Chandler Medical Center in 1991. Her forensic psychiatry fellowship was completed in 1992 at Yale University.
Owen Murray, D.O.
Medical Director, University of Texas Medical Branch
Owen Murray is the medical director for the University of Texas Medical Branch's Correctional Managed Care organization, which provides health care services for 115,000 adult offenders in the Texas Department of Criminal Justice and 3,600 juveniles in the Texas Youth Commission. It also provides services for 5,700 Federal Bureau of Prisons offenders in Beaumont and 6,500 Dallas County Jail inmates. Murray's entire medical career since completing a family practice residency at Michigan State University in 1991 has been in corrections. He started at the Cook County Jail in Chicago working as a staff physician. From there, he moved from the Illinois Department of Corrections and was the medical director at both the Pontiac and Western Illinois Correctional centers during the next several years. In 1995, he started his position with the University of Texas Medical Branch and has been in Texas ever since.

Timothy P. Ryan is chief of corrections for Orange County, Fla. For four years, he was chief of corrections in Santa Clara County, Calif. Before that, he was a sheriff's commander for 28 years in Alameda County, Calif. He has a bachelor's degree in business administration and a master's degree in public administration. He is also a graduate of the FBI National Academy and the Harvard University, JFK School of Government Senior Executives Program. Ryan has served ACA on the Delegate Assembly, Council of Professional Affiliates, and Corrections Coalition Committee. He is immediate past president of the American Jail Association, and led the Orange County Corrections Department, a 3,600-inmate jail, to accreditation in 2002.
George F. Wagner
Warden, Hunterdon County Department of Corrections, New Jersey
George F. Wagner is the warden of the Hunterdon County Department of Corrections, which is accredited by ACA and the National Commission on Correctional Health Care. He has been an employee of the department since 1980 and has ascended the rank structure of the department, becoming warden in 1994. During this time, he has held various positions, including accreditation manager. He has served on various boards and committees, including as chairman of the New Jersey County Training Advisory Committee and is presently the president of the New Jersey County Jail Wardens' Association. Wagner is a certified jail auditor for the National Institute of Corrections and ACA. He has audited various facilities in the United States and also audited the U.S. Army Stockade in Heildelberg, Germany. He was a recipient of the Chairman's Award in August 2001 in recognition of his commitment to the ACA accreditation process. He has helped four New Jersey counties become accredited and has provided technical assistance for facilities interested in becoming ACA accredited. He received a bachelor's degree with honors in law and science from Trenton State College and a master's degree with honors in public administration from Rutgers University.

Monica David has worked in corrections since 1984 in a variety of positions, including correctional officer, vocational counselor for inmates, probation officer and supervisor, and program administrator for community corrections. In 1998, she became a victim services release administrator for the Florida Parole Commission and was appointed a commissioner in 2000. In 2003, she was appointed commission chairperson. David earned a bachelor's degree in corrections in 1982 from Eastern Kentucky University and a master's degree in criminal justice in 1997 from the University of South Florida. She is state board member and Chapter II president of the Florida Council on Crime and Delinquency. Prior to his appointment as chairman of the Nebraska Board of Parole in August 2003, Kenneth J. Vampola served as presiding judge of the Winnebago Tribal Court for five years. He graduated from the University of Nebraska College of Law with distinction in 1992, and he has experience in criminal prosecution, criminal defense and juvenile law in addition to private law practice. In 1971, Joseph E. Papy began his employment with Tampa Police. After three years, he became a state probation and parole officer. He worked his way through the ranks of the Florida Department of Corrections and was subsequently promoted to training specialist, regional budget manager, assistant probation/parole regional administrator, regional probation/parole administrator, division director/community corrections and regional director. Papy is a member of ACA and served on its Pre-Trial Services Committee. He is also a member of the American Probation and Parole Association, serving on the board of directors and was recently re-elected to represent Region VII. He is a member of the Florida Council on Crime and Delinquency, the Florida Association of Community Corrections, the Florida Peace Officers Association, the Correctional Peace Officers Foundation and many others. Since 1996, Cheryln "Cherie" K. Townsend has worked as director of juvenile court services in Maricopa County. She previously worked with the Texas Youth Commission for 19 years and with the Travis County District Attorney in Austin, Texas, as director of victim services. She received a master's degree in business administration from the University of Texas, a master's degree in public administration from Southern Methodist University, and a bachelor's degree from Rockford College in Illinois. She currently serves as the American Probation and Parole Association representative on the Commission on Accreditation for Corrections, a member of ACA's Standards Committee, president of the Arizona Chief Probation Officers Association, secretary of the National Association of Probation Executives and chair of the APPA/ACA work group developing performance-based standards for juvenile probation, aftercare and paroling authorities. Commissioner, Mississippi Department of Corrections
Since 1982, Christopher B. Epps has worked for the Mississippi Department of Corrections in various supervisory and management positions, including chief special staff, deputy commissioner of community corrections, deputy commissioner of institutions and, since 2002, commissioner of corrections. He received a bachelor's degree in elementary education from Mississippi Valley State University and a master's degree in guidance and counseling from Liberty University. He is also a major in the Mississippi Army National Guard. Currently, he serves as chairman of ACA's Adult Standards Commission, and is an active member of state and regional professional associations, and serves on numerous other committees.

Jim Rubenstein was appointed commissioner of the West Virginia Division of Corrections in June 2001 after serving as acting commissioner since February 2001. He began his career in corrections in 1973 as a correctional officer at the Forestry Camp for Boys. He also served as recreation coordinator, correctional officer and counselor at the West Virginia Industrial School for Boys. He went on to serve as a corrections case manager and corrections unit manager at Pruntytown Correctional Center. In 1994, Rubenstein was named superintendent of Anthony Correctional Center. In late 1998, he was named deputy warden of St. Mary's Correctional Center and was instrumental in the conversion of that facility from a state hospital to a medium-security correctional institution. In 1999, he was appointed to the position of deputy commissioner of institutional operations and served in that position until his appointment as commissioner. Rubenstein is a member of the Association of State Correctional Administrators, ACA, and the Southern States Correctional Association, secretary for the Regional Jail and Correctional Facility Authority Board, and former president of the West Virginia Association of Correctional Employees.

Chief Executive Officer, Community Resources for Justice, Boston
John J. Larivee has been employed with Community Resources for Justice since 1974, starting as a case management supervisor for programs at the Suffolk County (Boston) House of Correction and becoming chief executive officer in 1985. Among several projects, he directed its standards and accreditation work beginning in 1978, assisting Massachusetts correctional agencies to comply with ACA's standards. Larivee served on the International Community Corrections Association's Board for eight years, including as president from 1995 to 1997. He currently serves on ACA's Standards Committee, and its Community Corrections, and Constitution and Bylaws committees.

Executive Vice President and Chief Operating Officer, Alvis House, Ohio
Denise M. Robinson is president of the International Community Corrections Association. She has worked at Alvis House, a nonprofit community corrections agency with programs in Chillicothe, Columbus, Dayton and Toledo, since 1984. Throughout her career, Robinson has been active in a number of correctional organizations. She is the ICCA representative to the ACA Delegate Assembly and chairs the ACA Community Corrections Committee. She is also a certified auditor for the Commission on Accreditation for Corrections. Warden, South Central Correctional Center, Tennessee
Kevin Myers began his career as a correctional officer in 1976. Other positions in Oklahoma, Texas and Tennessee have included counseling, planning and research, administration and house arrest. He has a bachelor's degree from Phillips University and has completed course work for a master's degree in public administration from Oklahoma University. He has been instrumental in contributing to the accreditation process on more than 15 occasions in facilities ranging from community based to close custody. These experiences, along with numerous audit processes; have provided him with a true understanding of the principles involved in the ACA accreditation process. In addition, Myers is the secretary of North American Association of Wardens and Superintendents.
Al C. Parke
Superintendent, Putnamville Correctional Facility, Indiana
Since 1970, Al C. Parke has served as a corrections professional as warden/superintendent in five states. He has served as warden for eight institutions and seven years in the central office, including as deputy commissioner and commissioner. His experience includes serving as an auditor for ACA, consultant for the National Institute of Corrections and the National Institute of Justice. In 1980, when serving as warden, the Joseph Harp Correctional Facility in Oklahoma was the 17th facility nationally to be accredited. Since that time, he has had the privilege of managing staff who, under his tenure, achieved accreditation for four facilities in Kentucky and Indiana.

Protection and Safety Administrator, Nebraska Department of Health and Human Services
Since 1971, Allen R. Jensen has worked for the Nebraska Department of Correctional Services and the Nebraska Department of Health and Human Services in several positions, including three years as an adult/juvenile parole officer, five years as a parole supervisor, 10 years as an assistant superintendent at a girls' juvenile correctional facility and 14 years as a superintendent at the same facility. While assistant superintendent, he also served for 10 years as the facility's accreditation manager. In October 2003, Gov. Mike Johanns appointed him to the position of protection and safety administrator. He also has served as past president of the Nebraska Juvenile Justice Association and is presently serving on the Nebraska Coalition for Juvenile Justice.

Since 1975, Jeanette Kinker has worked in criminal justice programs in several positions, including correctional officer, academy instructor and facility superintendent. She is currently directing the state's quality assurance and accreditation programs and has been an ACA auditor since 1989. She has a master's degree in administrative organization. Since 2002, she has been president of the New Mexico Criminal Justice Association and serves as its Delegate Assembly representative. She also has been a member of ACA's Affirmative Action Committee, served as a board member and officer for the Correctional Accreditation Managers Association and served on the Commission on Accreditation for Corrections from 2000 to 2002.

Division Director, Wayne County Department of Community Justice, Michigan
Leonard B. Dixon has been the division director for the Wayne County Department of Juvenile Justice since 1995, where he is responsible for the operations of detention and alternatives to detention. He has a bachelor's degree in sociology/psychology from Southwest Baptist University in Bolivar, Mo., and a master's degree in child and youth care administration from Nova University in Fort Lauderdale, Fla. Dixon served more than 15 years with the Department of Health and Rehabilitative Services. His tenure began in 1979 as a group treatment leader. He moved through the ranks as a supervisor, assistant superintendent, detention superintendent, halfway house superintendent and program operations administrator to his current position as division director. Dixon is a member of ACA and its Standards Committee, the president-elect of the National Juvenile Detention Association and a member of the board of directors for the Michigan Juvenile Detention Association. In addition, he was appointed to the Juvenile Delinquency Guidelines Committtee as a consultant for the National Council of Juvenile and Family Court Judges, and appointed by the governor to the Juvenile Justice Commission for Michigan.

Charles Seidelman has 30 years of experience in juvenile corrections. After receiving a bachelor's degree in sociology from Western Kentucky University, he taught at the Okeechobee Boys School in Florida. He gained nine years of experience providing direct services for abused/neglected and delinquent youths in Florida and Michigan, then served five years as the superintendent of the Ottawa County Juvenile Detention Center in Michigan. He then went on to develop and manage the Bartholomew County Youth Services Center in Columbus, Ind. In 1999, he became the first superintendent of the McCracken Regional Juvenile Detention Center, a state-operated facility serving 17 counties. He has continually sought membership in professional organizations, serving on the executive board of the Michigan Juvenile Detention Association and the National Juvenile Detention Association. Seidelman served as editor of the NJDA Journal of Juvenile Justice and chaired its Constitution and Policy Direction, and Publication committees.
Managing Director, Facility Operations, Division II, Corrections Corporation of America, Tennessee
Melody Turner's correctional career spans more than 23 years and includes administrative oversight of juveniles and adult male/female offenders. Her career began with the Federal Bureau of Prisons as a case manager trainee at a co-ed facility. She held various leadership positions in Ohio, including deputy warden and warden at two facilities, and she was the first female warden of a maximum/close male facility. She joined Corrections Corporation in September 1997 as a senior divisional director and was promoted to a managing director in 2000. Her duties include the entire operation oversight of facilities in several states totaling 11,877 beds. She is an active member of ACA, has chaired its Membership and Chapter Affiliate Relations Committee and is a member of ACA's Women's Task Force. She is past president of the North American Association of Wardens and Superintendents and serves on its executive board. Turner was the first president of the Ohio Wardens Association. She holds a bachelor's degree from Miami University and a master's degree in business from Wright State University.

Since 1980, Ron J. Ward has worked for the Oklahoma Department of Corrections in several capacities, including six years as a correctional officer, one year as a training officer, two years as chief of security, four years as deputy warden, six years as a warden (levels I and III) and two years as regional director. He has served as associate director, interim director and currently as director. He received a bachelor's degree in adult corrections from East Central Oklahoma State University of Ada. Steve Gibson started his career as a cottage attendant at Montana's state juvenile institution in 1974. During the past 29 years, he has worked as an institutional social worker, community aftercare/parole officer, group home director, supervisor of regional aftercare and child protective services, superintendent of a state correctional facility for 10 years, and is currently the administrator for Montana Juvenile Corrections. During his tenure, his department has attained the highest standards--including ACA accreditation--of a state secure facility and soon to be accredited Community Corrections Bureau of parole/aftercare. Gibson serves on numerous boards and commissions, including the Montana Juvenile Justice Council, K-12 School Renewal Commission, State Special Education Advisory Council, Montana's Multi-Agency Children's Mental Health Committee, District Education Foundation Board and executive board member of the Council of Juvenile Correctional Administrators. During his years of service, he has been instrumental in state legislation and is a past recipient of the Governor's Employee of the Year Award.
Shannon D. Teague
Superintendent, Ohio Department of Youth Services
Shannon D. Teague has worked for the Ohio Department of Youth Services for eight years. She has served as superintendent for the department for the past three years. Since November 2003, she has worked in that capacity at Mohican Juvenile Correctional Facility. This institution serves juvenile male offenders ranging in ages from 13 to 21 in a therapeutic community setting. She has worked in the fields of juvenile and adult corrections, mental health and substance abuse. She received her bachelor's degree in criminology (1992) and a master's degree in counselor education/rehabilitation (1994), both from Ohio University in Athens. She maintains a license in social work and is a certified chemical dependency counselor. Teague's professional affiliations include membership with the North American Association of Wardens and Superintendents, ACA and the National Association of Blacks in Criminal Justice.
Retired Director, Private Facilities Division, Texas Department of Criminal Justice
Susan Cranford was in the criminal justice field for more than 27 years, working her way through the Texas prison system and becoming a senior warden in 1985. In 1994, she was promoted to assistant director of the State Jail Division, which was designed to divert lower degree felony offenders from prison. Cranford was promoted to director of the Community Justice Assistance Division in 1996. She reorganized the division to better serve local supervision offices, strengthened commitment to drug treatment programs, established an offender tracking system and improved the division's auditing program. In 2000, she became the director of the Private Facilities Division. Cranford holds a bachelor's degree from the University of Texas and a master's degree from Sam Houston State University. She is a past president of the Texas Corrections Association, a past officer and current member of the board of directors for the North American Association of Wardens and Superintendents and is an elected member of ACA's Delegate Assembly. In 1997, she was honored as Outstanding Woman in Texas Government by Gov. George W. Bush and was recently awarded the Pioneer Award in Texas by Gov. Rick Perry, an award given to outstanding retired personnel.

Kathy Waters has more than 25 years of criminal justice experience. She began her career with the Oklahoma Department of Corrections in 1984 as a probation and parole officer. From 1989 until 1994, she was the district supervisor of probation and parole, District V. In 1994, she was appointed deputy director of offender services and, in 1997, was named deputy director of probation and parole/community corrections. She served in this capacity until 2001, when she became the division director of the Adult Probation Services Division for the Arizona Supreme Court. Waters is the immediate past president of the American Probation and Parole Association. As an active member of ACA since 1988, Waters has served as a national conference state delegate and was chairperson of the Membership and Chapter Affiliate Relations Committee. She has been an ACA auditor since 1990. Current memberships also include the Capacity Building Network with the National Institute of Corrections and the National Association of Probation Executives.

Since 1978, Peter W. BonHomme has worked with troubled youths in Louisiana. He worked his way through the ranks of a nonprofit agency to the position of executive director before joining the Louisiana Department of Public Safety and Correction. During the past 16 years, he has worked with the Office of Youth Development in several positions, including duties as probation officer, assistant program administrator, program manager I and II and district manager. BonHomme received a bachelor's degree in psychology from the University of Louisiana at Lafayette. He was active in the initial accreditation process in Louisiana and has served as an ACA auditor for the past several years.
Deputy Director, Virginia Department of Juvenile Justice
Since 1984, Tim Howard has served in various capacities in juvenile justice. He began his career in Cuyahoga County Juvenile Court in Cleveland, Ohio, where he worked for 13 years and served as deputy director of probation and community programs. He also worked for the Ohio Department of Youth Services as regional manager of parole services and assistant deputy of parole and community services. In his current position, he is responsible for statewide probation, intake and parole services in 32 court service units; the management of community-based subsidy funding to localities; contract services; interstate compact; and the oversight of detention operations for the commonwealth of Virginia. Howard received a bachelor's degree from Cleveland State University and a master's degree in rehabilitation administration from DePaul University in Chicago. He is a co-author of Desk Top Guide to Good Juvenile Probation and has authored an article for Federal Probation on the implementation of the "balanced approach" to corrections.

Cyndi Fowler began her career in criminal justice in 1993 as a case manager at Traynor Halfway House in Columbus, Ohio. She became a probation officer in 1994 and was promoted to the Intensive Domestic Violence Unit in 1996, where she is still active. Fowler received bachelor's degrees in criminology and psychology in 1993 from Ohio State University. She is currently serving as an elected ACA Delegate Assembly member and is serving her second term as a board member of the Ohio Correctional and Court Services Association. She is also a member of the Ohio Domestic Violence Network.

For the past six years, Andrew Peck has been employed as a probation officer at the Malden District Court. His prior experience includes working for the Massachusetts Department of Social Services (two years) and the Department of Youth Services (five years). He has a bachelor's degree in sociology from Springfield College and a master's degree in criminal justice from the University of Massachusetts-Lowell. In addition, he is a candidate for certification in chemical dependency treatment at the University of Massachusetts-Boston. He received a bachelor's degree in psychology from Marymount University and is currently a candidate for a master's degree in public administration at George Mason University. Since 1994, Donald Hughes Jr. has worked for the juvenile departments of Missouri, Randolph and Howard counties in different capacities. He worked nine years as deputy juvenile officer, providing intensive supervision of children ages 13 to 17. He provided in-home visits weekly as part of family training and accountability, as well as weekly school and office visits. He is currently working as chief deputy juvenile officer. Hughes received a bachelor's degree in education from Columbia College. He serves on seven committees in the community that provide alternative opportunities for children. He has been a member of the Missouri Juvenile Justice Association since 1994.

A graduate of Sam Houston State University, Bryan Collier began employment with the Texas Department of Criminal Justice in 1985. Since then, he has served such positions as clerk, correctional officer, parole officer, unit supervisor, program administrator, section director and deputy division director before being named director for the Parole Division in January 2002. As director of the Parole Division, Collier oversees the supervision of more than 76,000 offenders released to parole and mandatory supervision, 2,500 employees and 75 offices throughout the state of Texas. Joseph Hatem Jr.
Regional Director, Community Corrections, Florida Department of Corrections
Joseph Hatem Jr. has been employed with the Florida Department of Corrections since 1974, holding a variety of positions, including probation and parole officer, trainer, supervisor and administrator. He is currently the regional director of probation and parole for Region II of the Florida Department of Corrections. Hatem received the Distinguished Service Award in Corrections from the Florida Council on Crime and Delinquency in 1985 and 1986 and the Probation and Parole Employee of the Year, 9th Circuit in 1987. He also received a "best practices" award from ACA for creating a local community college concept for probation officer training in 1996. Hatem holds a number of memberships, including in ACA, the American Probation and Parole Association and the Florida Association of Community Corrections. He is a past member of the mayor's task force on veterans affairs in Orlando and past president of the Florida Council on Crime and Delinquency.

Andrew J. DeAngelo
Deputy Chief Probation Officer, Department of Juvenile Probation, Lehigh County, Pa.
Since 1976, Andrew J. DeAngelo has worked as a detention childcare counselor, juvenile probation and aftercare officer, supervisor and deputy chief. He has been involved in the development of aftercare services, including community counseling programs such as multisystemic therapy to support post-release reintegration, balanced and restorative justice initiatives and the implementation and supervision of the first school-based probation program. DeAngelo has participated in research projects concerning aftercare and school-based probation. He has presented at the American Probation and Parole Association (APPA), the National Council of Juvenile and Family Court Judges, the National Juvenile Detention Association and ACA conferences. He served five years as secretary of the Middle Atlantic States Correctional Association and is a member of the APPA Victims Committee.
Director, Youth Offender Transition Program, Louisiana Department of Public Safety and Corrections
Barry Solar is a six-year employee of the Office of Youth Development, Louisiana Department of Public Safety and Corrections. As director of the Youth Offender Transition Program, Solar designs and implements academic and vocational courses as well as personal growth programs throughout the state to prepare youths professionally and socially for release. He also develops post-release programs, including follow-up studies for each offender for one year after release to ensure that aftercare programs and services are working. Solar received a bachelor's degree in upper elementary education, a master's degree in education administration and supervision, and a doctorate degree in counseling.

Since 1983, Nancy M. DiBenedetto has worked for the Wisconsin Department of Corrections in several positions, including five years as a security officer and supervisor, four years as a probation/parole agent and 12 years as a correctional field supervisor. She received a bachelor's degree in criminal justice and a master's degree in counseling. DiBenedetto is past president of the Wisconsin Correctional Association and has served on its board in a variety of positions. DiBenedetto has served as an elected Delegate Assembly representative to ACA for the past two terms and has been a member of ACA's Membership Committee and the Philadelphia Program Planning Committee. She was one of the first members to benefit from ACA's scholarship program and has spoken at an ACA workshop involving neighborhood supervision--the Madison Model.
Josephine T. Glazier
Parole Officer, New York State Division of Parole
Josephine T. Glazier is a parole officer on special assignment with the New York State Division of Parole's staff development unit and is certified by the New York State Bureau of Municipal Police as a general topics and police instructor. She is serving her second term as a northeast regional field coordinator for the National Institute of Corrections. For the past five years, she has been on the steering committee of the award-winning Agencies in Partnership for Training in New York. She is past president of the New York State Training Council and currently serves as a member at large. She served as program chair for the New York State Correctional and Youth Services Association's 2003 Symposium. Glazier holds a bachelor's degree in human services from the State University of New York at Plattsburg.

Terry Kennedy Mancini
Release Authority Board Member, Ohio Department of Youth Services
Terry Kennedy Mancini has been in the justice field for more than 27 years in Kentucky (10) and Ohio (17). She holds a bachelor's degree and a master's degree from the University of Kentucky. In 1998, she was appointed as one of the first juvenile parole board members for the Ohio Department of Youth Services (ODYS). She formulates policy and works with the Office of Victim Services and makes all release and discharge decisions for youths committed to ODYS. Prior experiences include juvenile probation work, managing a state juvenile grant program, research, legislative work, directing of a law enforcement training and state juvenile training program, developing juvenile classification systems and supervising parole offices. Mancini has been a member of ACA and the Ohio Correctional and Court Services Association for more than 10 years and has served on the National Juvenile Services Training Institute Planning Committee, Juvenile Justice Trainers Association board of directors and the Office of Juvenile Justice and Delinquency Prevention/National Institute of Justice Training Advisory Committee.
Melba B. Oubre
Program Manager 2, Office of Youth Development, Louisiana Department of Public Safety and Corrections
Since 1991, Melba B. Oubre has worked for the Louisiana Department of Public Safety and Corrections in several positions, including nine years as a probation officer, two years as a program specialist and one year as a program specialist 2. She received a bachelor's degree in business management from Southern University. She has served as an auditor for the Child and Family Service Review that was conducted in Louisiana in September 2003. Oubre also conducts pre-audits of residential and nonresidential facilities in the state as they prepare for ACA accreditation or reaccreditation.

Victim Advocate, Office of the Victim Advocate, Pennsylvania
As Pennsylvania's first victim advocate, Mary Achilles brings a long history of service to crime victims and the public. Nominated by former Gov. Tom Ridge in 1995 and reappointed in 2001, she is a strong and diligent advocate for the rights of crime victims. Under her leadership, the Office of the Victim Advocate has developed an integrated system of service delivery for crime victims choosing to exercise their postsentencing rights. Among her many achievements since taking office are an increase in rights and services to crime victims choosing to witness an execution; the development of an impact of crime class curriculum; and the creation of a mediation program for victims of violent crime. Achilles has spearheaded efforts to ensure improved system responsiveness to crime victims in areas, such as restitution collection efforts, and the development of a model protocol for the supervision of domestic violence offenders.
Gail M. Heller
Executive Director, CHOICES, Ohio
Since 1987, Gail M. Heller has been executive director of CHOICES, a comprehensive domestic violence program. Her work includes the development of a curriculum used at Ohio Reformatory for Women and Franklin Pre-Release Center; participation on Office of Victim Service councils; and consultation on domestic-violence-related matters. She received a bachelor's degree in sociology/criminology from Ohio State University in 1976 and a master's degree in social work in 1984. Her early experience was at an Ohio Youth Commission/Department of Youth Services facility for female offenders where she supervised the Lifestyle Development Program and concluded assessments on all admissions. Heller joined the Ohio Correctional and Court Services Association in 1979 and has served in all elected officer positions and as ACA liaison. She currently is treasurer, Nominating Committee chair, and member of its Delegate Assembly. She is also a member of ACA's Victim Committee, having served for several years as the chair.

Ana T. Aguirre
Senior Trainer, Texas Juvenile Probation Commission
Ana T. Aguirre has been with the Texas Juvenile Probation Commission (TJPC) since 1992. Prior to that, she was assistant chief juvenile probation officer with Andrews County for nine years. She also serves as the primary contact for TJPC regarding juvenile sex offender services and as a resource on victim services. She currently serves on the Texas Department of Criminal Justice Risk Assessment Review Committee (Sex Offender), the Texas Department of Criminal Justice Sex Offender Management Program Team and the Council on Sex Offender Treatment Interagency Committee. She is a certified senior member auditor for ACA as well as a trainer. Aguirre is a member of the Texas Corrections Association, the Correctional Accreditation Managers Association, the National Association of Blacks in Criminal Justice and is secretary for the National Association of Hispanics in Criminal Justice. Aguirre has a master's degree in criminal justice management from Sam Houston State University.
Maria L. DiBernardo
Deputy Circuit Administrator, Miami-Dade County Probation and Parole, Florida
Maria L. DiBernardo is the deputy circuit administrator for Circuit 11, Miami-Dade County Probation and Parole. She graduated with a bachelor's degree in sociology from Florida International University in 1978. She began her career with the Florida Department of Corrections in 1979 as a correctional counselor at the Miami Women's Adjustment Center, a work release center for female offenders. In 1985, she was promoted to sergeant at Miami North Community Correctional Center and, that same year, accepted a position with National Corrections Management as the assistant chief overseeing Beckham Hall Community Correctional Center and the Miami Probation and Restitution Center. In 1990, DiBernardo returned to the Department of Corrections as a probation officer. She was promoted through the ranks, supervising probationers, parolees and sex offenders. In 1995, she was promoted to supervisor, and was appointed to deputy circuit administrator in 2001. DiBernardo is a certified instructor and past president of the Florida Council on Crime and Delinquency.
David Kaleolani Haasenritter
Program Manager, Army Corrections, Washington, D.C.
David Kaleolani Haasenritter retired from active military service in December 2003, having served in numerous Army corrections positions, including warden, Trustee Unit, United States Disciplinary Barracks (USDB); operations officer, USDB; director, Army corrections; and corrections senior adviser to the assistant secretary of the Army. As program manager, his responsibilities included policy, budget and technical assistance for Army correctional facilities. He earned a master's degree in criminal justice-corrections from the University of South Carolina. He is a native Hawaiian and is often requested to speak at Asian Pacific Islander functions such as the Conference on Asian Pacific Islander Leadership. His array of accomplishments includes a four-year (1997-2001) tenure as chair of ACA's Military Affairs Committee and representative of the ACA Delegate Assembly, and 2000 Military Affairs Committee Austin MacCormick Award winner. Currently, he is serving on ACA's Awards Committee and the Chicago Program Planning Committee. He is also an ACA auditor.
Carlyle I. Holder
Warden, Federal Correctional Complex-Medium Security Facility, Florida
During his 23-year career with the Federal Bureau of Prisons, Carlyle I. Holder has held a number of leadership and line posts in several bureau facilities, including warden, associate warden, executive assistant, affirmative action administrator, equal employment opportunity investigator, administrative systems manager/paralegal specialist, legal technician and correctional officer. Prior to his BOP career, Holder served four years in the U.S. Marine Corps. He received an associate's degree in criminal justice from Allan Hancock College in California and has completed four years of college. He has been a member of ACA for more than 10 years and has served on ACA's Affirmative Action Committee for the past four. Holder is director of association development for the National Association of Blacks in Criminal Justice (NABCJ) and past national vice chairman. He is a founding member of both the Greater New York and Florida Midcities chapters of NABCJ. In January 2000, he was appointed to the Senior Executive Service, the highest level one can attain through federal civil service. Holder has received numerous awards, including two citations from the president of the Borough of Brooklyn (New York), a proclamation from the New York City Council and the 2002 Excellence in Cost Containment Award for Wardens.
John M. Manuel
Community/Intragovernmental Affairs Liaison, Youth Services Administration, Washington, D.C.
John M. Manuel began his career in corrections in 1974, having earned a bachelor's degree in criminal justice from the University of Cincinnati and a master's degree in corrections from Xavier University in Cincinnati. He has many years of high-level management experience in the correctional system. He is a trainer and consulting auditor for ACA, consultant for the National Institute of Corrections and the Community/Intragovernmental Affairs Liaison for the District of Columbia Department of Human Services' Youth Services Administration. He previously served as a warden and detention superintendent in Virginia and Ohio, and in Corrections Corporation of America as an administrator of a multijurisdictional facility for youthful offenders. He was one of 20 minority students chosen by the Howard University/Police Foundation, placing minority students in law enforcement. Manuel has experience in the delivery of training to employees in the above systems, including mandatory employee relations training for supervisors, sexual harassment, balanced and restorative justice. Additionally, he has delivered training at national conferences and workshops such as those of ACA and the National Association of Blacks in Criminal Justice.

Constance Reese has been warden of the Federal Correctional Complex, Medium Security Institution and Shared Services since January 2003. She is a native of Selma, Ala. She received a bachelor's degree in sociology from Stillman College in 1979 and attended graduate school at Kent State University, where she studied corrections, criminal justice and juvenile delinquency. Reese joined the Bureau of Prisons as a correctional officer at FCI Terminal Island in February 1982. During her career, she has held a variety of positions, including case manager, community corrections specialist, community corrections manager, regional community corrections administrator, associate warden and warden. In 1992, Reese received the Assistant Director's Award for the Community Corrections and Detention Division. She received the New Warden of the Year Award in 1998 and she became a member of the Senior Executive Service in November 1999.

Hartzel L. Black
Vice President, Correctional Programs, Management and Training Corp., Centerville, Utah
Hartzel L. Black has been involved in correctional education for the past 35 years. His work experience includes classroom teacher, director of correctional education at the Vienna Correctional Center in Illinois, dean of correctional education and vice president of correctional programs for Southeastern Illinois College in Harrisburg. Since 1999, he has been the vice president of correctional programs for Management and Training Corp. Black has had his correctional programs featured on ABC News' American Agenda and has received an award for outstanding work force development professionals. He served as president of the Correctional Education Association in 1979 and is currently its vice president. He is also an ACA Delegate Assembly representative. He has a bachelor's degree from Murray State University and a master's degree from the University of Kentucky. He also has completed advanced graduate work in education administration at Southern Illinois University.
Associate Training Technician, New York Department of Correctional Services
For the past seven years, Scot Chamberlain has worked for the New York State Department of Correctional Services in the areas of staff development and human resources. Most of this time has been spent as an administrator for the Albany Training Academy. He holds a master's degree in public administration from the Rockefeller School of Public Policy at the State University of New York as well as a bachelor's degree in criminal justice with a concentration in law enforcement and a minor in Spanish. He also teaches as an adjunct college professor. Chamberlain currently serves on the board of New York's local ACA chapter, the Corrections and Youth Services Association, as accreditation/certification co-chair. He serves on the National Institute of Corrections' Adult State Training Directors' Network, recently completed two terms as a member at large on the executive board for the New York State Training Council and is active in promoting several continuing education initiatives for departmental staff.
Walter A. McFarlane
Superintendent, Virginia Department of Correctional Education
Walter A. McFarlane became superintendent of the Virginia Department of Correctional Education in 1994. Prior to that position, he served as director of policy and chief legal counsel to former Gov. Douglas Wilder. He assumed that post after serving as deputy attorney general of Virginia. In 2001, ACA named McFarlane one of corrections' "best in the business," citing Virginia's improvements in correctional education during his term. He has published a number of scholarly works ranging from the clemency process to the prosecution of fraud and abuse in government. He has received a number of national awards in the field of law and is an adjunct faculty member at the University of Richmond, where he teaches litigation and legal writing.
Chris Tracy, Ed.D.
Correctional Education Consultant, Texas
Chris Tracy is a 32-year veteran of the education programs in the Texas Department of Criminal Justice and has been a member of ACA since 1966. He served as a teacher, principal, deputy superintendent and superintendent of the Windham School District until his retirement in 1997. He holds a master's degree in criminal justice and a doctorate in education. Tracy has been national president of the Correctional Education Association and currently serves as a member of its Accreditation Commission. He is an education consultant for the National Institute of Corrections and the Office of Juvenile Justice and Delinquency Prevention and has provided consulting services in prisons and jails in numerous states.

Principle, Rhode Island Training School
Since 1989, Arlene Chorney has been employed by the Rhode Island Department of Children, Youth and Families (DCYF) in the Education Department of the Rhode Island Training School. Beginning as a reading specialist, she became an assistant principal, and then the principal in 1995. During her tenure, she was a member of the Upsilon Class of Leadership Rhode Island and served on the DCYF Executive Committee. Her facility has achieved national recognition as a Title I model juvenile correctional school and has received full approval from the Rhode Island Department of Education. She is the president of the Council of State Directors for the Correctional Education Association and an auditor for its educational standards process. She is also a member of the Advisory Council of the National Institute of Correctional Educators. Past awards have included the Edward Reilly Memorial Board Award for leadership and service to the Correctional Education Association (2001) and the Outstanding Leadership as an Administrator Award from the Rhode Island Parent Information Network (1999). She is a certified reading specialist, principal and superintendent. Chorney earned a doctorate from the University of Connecticut.
Stephen J. Steurer, Ph.D.
Executive Director, Correctional Education Association, Maryland
Stephen J. Steurer has been employed by the state of Maryland full time for more than 25 years in various teaching and administrative positions. For the past 15 years, he has been the correctional academic coordinator for the Maryland State Department of Education. In that role, he has responsibility for the state prison education programs from basic literacy through high school completion, staff development, press relations, and federal and state legislation. Steurer also has been employed for 17 years, with the approval of the Maryland state superintendent of schools, as the executive director of the national Correctional Education Association. In that role, he manages the business, research and legislative affairs of the Correctional Education Association. He has published widely and spoken at correctional and educational conferences all over the world.
John C. Stewart, Ed.D.
Superintendent, Alabama Department of Youth Services Special School District
John C. Stewart is superintendent of the Alabama Department of Youth Services Special School District. He holds teacher certification in the areas of administration, special education, political science and history. He received his doctorate in 1987 from Auburn University. He earned his master's and undergraduate degrees at Virginia Commonwealth University. Prior to accepting the superintendent position, he was the special education coordinator for the Ozark City School System. Stewart has been a member of ACA and the Correctional Education Association (CEA) since 1984, and during 1987 and 1988, he served as CEA's director for correctional education, Region VIII. In addition, he is an endorsed trainer for law-related education and has previously served as an ACA Delegate Assembly member. As an auditor for accreditation with ACA, CEA and several educational organizations, Stewart has participated on various accreditation teams in Michigan, Oklahoma, Virginia, Alabama and Pennsylvania. In addition, he has served as a court expert as ordered in a court consent decree for a juvenile correctional facility and as a member of the special education verification team for juvenile justice programs in California.
Jane D. Young
Chief of Education and Superintendent of Schools, North Carolina Department of Juvenile Justice and Delinquency Prevention
Jane D. Young was director of education for the North Carolina Division of Prisons from 1996 until accepting her current position in fall 2000. She received her master's degree in special education and her doctorate in educational administration from the University of North Carolina at Chapel Hill. Young has more than 10 years of experience teaching adolescents with learning, and cognitive and behavioral disabilities, and has conducted research regarding policies for children with special needs. In summer 2000, Young was featured in Corrections Today as "best in the business" for her work in correctional education. Her special interests are accountability and quality assurance for juvenile justice education programs and improving transition services for youths re-entering the community from juvenile justice facilities.

Sheriff, Arlington County, Va.
Beth Arthur was appointed sheriff of Arlington County, Va., in July 2000. In November 2000, she was elected to that post and was re-elected last November. She earned a bachelor's degree from Virginia Commonwealth University in 1983. She has had extensive training from the National Institute of Corrections, including public and media relations, human resource management and recruiting. She is a member of ACA, the American Jail Association, the National Sheriffs' Association and the Virginia Sheriffs' Association.
Special Agent (Detention), Bureau of Indian Affairs, Office of Law Enforcement Services, New Mexico
William McClure has worked with Indian country correctional facilities since 1988. This includes working with the Bureau of Indian Affairs since 1993, where he works in a national detention program. Currently, he is the detention program manager for the Department of the Interior, Bureau of Indian Affairs, where he oversees 74 detention programs in operation across the United States. He also is working with 20 tribes that are constructing new correctional facilities. McClure is also an active member of ACA's Affirmative Action Committee and a member of the National Organization of Hispanics in Criminal Justice.
Jail Division I, Hillsborough County Sheriff's Office, Florida
Elaine White started with the Hillsborough County Sheriff's Office as a deputy in 1982. In 1996, she became the first female officer to be promoted to major. She received a bachelor's degree in criminology from Florida State University in 1980. She is a certified jail manager and a member of ACA's Credentials Committee. In addition, her professional membership includes the Florida Sheriffs' Association, the American Jail Association and the National Speaker's Association. She is on the board of the Crisis Center of Tampa Bay and is an adviser of the Hillsborough House of Hope. White is the recipient of the 2003 Hillsborough County Board of Education Eddie Award (Champion of Public Education Award) and the 2004 Leadership Tampa Alumni Parke Wright III Award for demonstrated leadership in Tampa Bay.
Marvin J. Wilson
Assistant Chief Deputy, Polk County Sheriff's Office, Iowa
Since 1972, Marvin J. Wilson has worked for the Polk County Sheriff's Office in several positions, including communications, patrol and jail divisions. He was promoted to jail administrator in 1989, and became the director of detention and support services in 2001. Wilson has worked as a correctional officer, policy and procedure manager, accreditation manager, operations and security manager, assistant jail division chief and then chief in the Jail Division. He has extensive training from the National Academy of Corrections and the National Sheriff's Institute, and is also a graduate of the FBI National Academy in Quantico, Va. In 1992, he led the sheriff's office to successful completion of accreditation with ACA and the National Commission on Correctional Health Care. Wilson is a long-time member of the Iowa Sheriff's and Deputies Association and has served on its Jail Committee. He is a member of the National Sheriffs' Association and a 20-year member of ACA. He sits on ACA's Adult Local Detention Committee, Field Advisory Committee to the Standards Committee and the Commission on Accreditation for Corrections. He is also an accreditation auditor.

Superintendent, Franklin County Juvenile Detention Facility, Ohio
Andrea Morbitzer received a bachelor's degree in public administration from the University of Scranton in Pennsylvania. From 1992 until 2001, she worked at the Ohio Department of Youth Services. She served in several capacities beginning as assistant chief inspector and ending as superintendent of a correctional facility. During this time, she served on a variety of committees. One committee was tasked with the activation of a residential treatment facility. Additionally, she was an originating member of the Gender Specific Workgroup with the Ohio Office of Criminal Justice Services. Since 2001, she has been the superintendent at the Franklin County Juvenile Detention Facility. As a newly formed team, the facility achieved ACA accreditation in 2002.
Robert Rosenbloom, JD
Assistant Deputy Commissioner, Georgia Department of Juvenile Justice
Robert Rosenbloom has a bachelor's degree from Kent State University in political science (1973) and a law degree from John Marshall Law School (1976). He is a certified public manager (Leadership Program University of Georgia, 1993). He began his career in 1976 as a practicing attorney specializing in criminal law and became interested in counseling offenders. Rosenbloom has held the positions of probation officer, counselor, diversion center director and assistant regional director for probation services with the Georgia Department of Corrections. He began work with the Georgia Department of Juvenile Justice in 1999 as assistant deputy commissioner and has responsibility for 22 detention centers in Georgia. Rosenbloom's professional service includes president of the Georgia Probation Association and the Georgia Correctional Association.
Cyndi B. Thompson
Juvenile COrrections Professional, Daphne, Ala.
Cyndi B. Thompson completed her service for the Baldwin County Commission at the Baldwin County Regional Juvenile Detention Center in December of 2003. She started out as a detention worker supervisor and was appointed to the position of director by the Baldwin County Commission in 1996. Prior to her working at the detention center, she was an adolescent psychiatric technician for two years. In 2000, she was elected president of the Alabama Juvenile Detention Administrators Association and has served two terms. She has been a member of ACA and the National Juvenile Detention Association since 1997. In January 2003, Thompson was appointed by the Board of Governors to serve on ACA's Delegate Assembly. She was appointed by the Baldwin County Juvenile Court Judge to serve on the local children's policy council, where she is giving insight for future programs in her county. She also served on the Alabama Office of Courts Juvenile Automation Committee, assisting in developing a statewide juvenile detention software program. Thompson is currently striving to help Volunteers of America in the Southeast Region to develop an aftercare transitional program for adult and juvenile offenders released from confinement.
Daniel L. Williamson
Assistant Superintendent, Tulsa County Juvenile Detention Home, Oklahoma
Daniel L. Williamson first became involved with law enforcement and corrections as a marine in 1981. He has specialized training and experience as a military police officer, K-9 officer, kennelmaster, trainer, U.S. Army criminal investigation command agent, adult prison administrator, adult detention officer, pretrial release officer, juvenile intake counselor and juvenile detention accreditation manager. Williamson is in the process of completing a master's degree in public administration at the University of Oklahoma and has a bachelor's degree in criminal justice from Northeastern State University. Stephen J. Huffman has been with the Ohio Department of Rehabilitation and Correction for more than 20 years. Before his current position, he was the deputy director of the Division of Construction, Activation and Maintenance. Huffman has been an ACA member since 1985 and has served on the Adult Corrections Committee and the Boot Camp Committee. He is a member of the Correctional Accreditation Association of Ohio and the North American Association of Wardens and Superintendents. Lupe Martinez Marshall
Deputy Warden, New Mexico Department of Corrections
Since 1985, Lupe Martinez Marshall has worked for the New Mexico Department of Corrections in several positions, including classification officer, director of classification, associate warden, deputy warden and warden. She received bachelor's degrees in social work and criminal justice from New Mexico State University. Currently, she is president of the New Mexico Women in Corrections and treasurer of the National Organization of Hispanics in Criminal Justice. She also serves on ACA's Affirmative Action, Membership, and Female Offender Task Force committees. Marshall has worked in all security levels at both men's and women's facilities.
Barbara M. Pierce
Administrative Services Manager I, Scotland Correctional Institution, North Carolina
Since 1990, Barbara M. Pierce has worked for the North Carolina Department of Correction in several positions in adult corrections, including one year as an accounting clerk, four years as a probation/parole officer, five years as an administrative officer II and three years as an administrative services coordinator. She is currently an administrative services manager I. She received a bachelor's degree in business management from Fayetteville State University in North Carolina. She is currently serving as president of the North Carolina Correctional Association (NCCA), where she previously served as president in 1995. She served as a member of the ACA Host Committee for the 2003 Winter Conference and has been a member of the Delegate Assembly representing NCCA since 1994. Pierce is a member of ACA's Resolution and Policy Development Advisory Committee and the Program Committee. She is also a member of the Southern States Correctional Association, the National Association of Blacks in Criminal Justice and the Criminal Justice Advisory Board of Richmond Community College.
Assistant Warden, Operations, Southern Nevada Women's Correctional Facility
Penny Thomas started her career in corrections in 1981 with the New Mexico Corrections Department. In her seven years with the department, she served in the adult system as a classification officer, classification supervisor and associate warden, and was the deputy superintendent for a year at the girls' school and diagnostic center. She joined Corrections Corporation of America (CCA) in 1989 at the women's prison in New Mexico and worked there as the program manager, assistant warden and warden. After being a school administrator for an alternative school in Houston for a year, she returned to CCA as an assistant warden at a women's prison in Florida for two years, and then as an assistant warden for a male prison in Oklahoma. Thomas has recently transferred to CCA's women's prison in Nevada as assistant warden. During the 12 years she has been an ACA member, Thomas served on the Program Planning Committee, the Standards Committee, the Field Advisory Committee, chaired the Membership Committee, and represented the New Mexico Correctional Association as president. She is also an auditor for standards and accreditation.

Gary J. Almond
Director, Oatka Residential Center, New York Office of Children and Family Services
Gary J. Almond has worked with residential populations within New York state facilities since 1967 in many capacities. He began as a direct care staff member in facilities for the developmentally disabled. He has worked as a drug counselor in a residential drug treatment facility and then as a staff trainer in the forensics unit in a mental health facility. Since 1980, he has been working in youth facilities, currently as the director of two residential facilities and one community-based group home. Almond has a bachelor's degree in psychology and a master's degree in education. He also serves as the joint chair on the New York Corrections and youth Services Association's subcommittee for accreditation.
Glen E. McKenzie Jr.
Accreditation Coordinator-Retired, Texas Youth Commission
Glen E. McKenzie Jr. recently retired as ACA accreditation coordinator for the Texas youth Commission, where he assisted in the operations of juvenile corrections institutions and managed the accreditation process for the juvenile corrections state authority. He was a founding board member and an advisory member of the Texas Violent Gang Task Force and was a recipient of former Gov. Bush's Productivity Suggestion Award in 1996. McKenzie retired with more than 27 years of Texas state service. He began as a child care worker in 1970 and went on to work as a case worker at the Austin State Hospital in the alcohol/drug abuse treatment unit. He served in varying capacities with the Texas Department of Mental Health and Mental Retardation. He was also a program administrator with the Texas Adult Probation Commission, where he implemented adult restitution centers, and was a treatment supervisor for emotionally disturbed juvenile males. He has been an active member of ACA since 1992 and currently chairs ACA audits, serves on a subcommittee to convert the standards into the performance-based standards format, and contracts privately with residential treatment centers on accreditation and facility management.
Institution Superintendent Senior, Virginia Department of Juvenile Justice
Since 1978, Linda McWilliams has worked for the Virginia Department of Juvenile Justice in several positions, including correctional officer, case worker, case work supervisor and program manager. During the past five years, she has held the position of institution superintendent senior, and is responsible for the management of a 220-bed facility. She received a bachelor's degree in psychology from Virginia Commonwealth University and has extensive experience serving on certification audit teams, program and policy and procedure development teams, and construction planning committees. She has experience working with male and female, mentally retarded, sex offender and substance abuse populations. McWilliams also has served as a policy and procedure consultant for youth divisions in other states.
John D. Roberson
Director of Juvenile Justice Programs, Center for Human Development, Springfield, Mass.
John D. Roberson has been employed with the Center for Human Development in various supervisory and administrative positions since 1986. He was appointed director of juvenile justice programs in 1998, where he manages programs for juvenile offenders committed to the Commonwealth of Massachusetts Department of Youth Services. Prior to this position, Roberson worked for the Hampden County Sheriff's Department in Ludlow, Mass., where he supervised counseling staff at the department's prerelease center. He received the prestigious Hampden County Sheriff's Department's Distinguished Service Award in 1997 for his efforts in assisting inmates successfully transition from incarceration into the community. He has served on Springfield's Violence Prevention Task Force, Hampden County Restorative Justice Collaborative and the Correctional Association of Massachusetts. He is a board member for the Martin Luther King Jr. Community Center and a member of the National Juvenile Detention Association. He is also an ACA member and operates a facility that has been accredited by ACA since 1994. Roberson is completing his master's degree in management at Cambridge College in Massachusetts.

Michael N. Monje
Correctional Sergeant, Illinois Department of Corrections
Since 1993, Michael N. Monje has worked for the Illinois Department of Corrections. He spent six years as a correctional officer and has served as a correctional sergeant since 1999. He is also the institutional tactical commander. He has received special recognition as Correctional Officer of the Year for Menard Correctional Center and then Correctional Officer of the Year for the State of Illinois in 2002. He obtained his bachelor's degree in psychology from Southern Illinois University at Carbondale in 2001. He has completed a variety of special training and certificate programs that enhance his overall knowledge and abilities in the correctional system, ranging from improving supervisory effectiveness to tactical situations.
Joyce Y. Stone
Correctional Counselor, Federal Medical Center, Butner, N.C.
Since 1987, Joyce Y. Stone has worked for the Federal Bureau of Prisons in several positions, including correctional officer, senior officer specialist, correctional supervisor, staff training instructor, chief correctional supervisor and correctional counselor. She received a bachelor's degree in psychology and criminal justice. Stone is an active member of the Association of Executive Women Working in Corrections, Women Working in Corrections, the National Association of Blacks in Criminal Justice and the Committee on Juvenile Justice and Female Offenders. She is an alternate federal women's program manager at the Federal Medical Center in Butner, N.C. She has served as an elected representative for the ACA Delegate Assembly, has been involved in the development of programs and policies for ACA, and has been a moderator and speaker at various workshops. Stone has served on the ACA committee to review the placement of youths in adult correctional institutions, the committee to revise the mission statement, and she reviews and critiques articles being considered for publication in Corrections Today.
Administrative Assistant II, Ohio Department of Rehabilitation and Correction
Bryan Wellinghoff began his career with the Ohio Department of Rehabilitation and Correction in 1991 as a correctional officer at the Correctional Reception Center in Orient. In 1992, he was appointed as security threat group liaison and began receiving training, both classroom and on the job. In 1999, he worked in the maintenance department while attending college. He graduated from Hocking College with an associate's degree in human services and corrections. Wellinghoff was recently promoted to administrative assistant II as the security threat group coordinator, where his primary duty is to profile suspected gang-affiliated inmates. He works closely with the correctional officers at the Correctional Reception Center to compile accurate information on gang members and address the security issues they present. He is an active member of ACA, the Ohio Correctional and Court Services Association and the National Major Gang Task Force.
John Scott Wilson
Sergeant, North Branch Correctional Institution, Maryland
John Scott Wilson began his correctional career in 1996 as a correctional officer at Roxbury Correctional Institution in Hagerstown, Md. In 1999, he transferred to Western Correctional Institution in Cumberland, Md. He was later appointed as the recreational supervisor and placed in charge of all inmate recreation programs. He then was assigned to the Western Correctional Training Academy as an academy instructor, where he was instrumental in the development and implementation of numerous groundbreaking training initiatives. Promoted to sergeant in 2002 and transferred to the North Branch Correctional Institution, Wilson continues to serve his agency and the state of Maryland in the training and professional development capacity. He has an associate's degree in social work from Potomac State College of West Virginia University and is continuing his education toward a bachelor's degree. He is an active member of ACA and was distinguished with honors as a certified correctional officer in 2001. He serves on ACA's Human Resources Committee and has been appointed as a commissioner on ACA's Professional Certification Committee. Wilson also serves the Maryland Criminal Justice Association and has conducted seminars and workshops at its conventions.

Youth Supervisor III, Illinois Youth Center-Joliet
The Rev. Lester Brown has been a youth supervisor with the Illinois Department of Corrections since 1979. In 2000, he was selected employee of the year. During that year, he was assigned as chairperson of the facility's Adjustment Committee and wrote new procedural guidelines for behavior modification components. He has since been temporarily assigned as shift commander and correctional counselor. Brown received his ordination in 2002 and was asked to volunteer as chaplain. He has been cited by the facility for doing an outstanding job in that capacity. He sits on the Criminal Justice Advisory Committee at Joliet Junior College and on the Addictions Studies Advisory Council at Governors State University, where he will be receiving his master's degree in addiction counseling. In the community, he is pastor and chief executive officer of Good Samaritan Ministry of Joliet, where he conducts programs and workshops helping the surrounding communities.
Team Coordinator, Wilder Youth Development Center, Tennessee
Roger Chute has a bachelor's degree in social science and a master's degree in guidance and personnel services. He has been employed in the juvenile justice system since 1977. He has provided direct services to juveniles as counselor 1, counselor 2, counselor 3 and classification coordinator. He currently directs treatment services as team coordinator. Chute has experience in indirect service positions, including assistant principal, training coordinator, fire safety officer and accreditation manager. He has been actively involved in numerous departmental policy and procedure development projects. He is an active member of ACA and has been an auditor for the Commission on Accreditation since 1998. Chute has actively served two terms as an elected member of the Delegate Assembly.
Angela S. Hilgenkamp
Juvenile Corrections Officer, Johnson County Juvenile Detention Center, Kansas
Angela S. Hilgenkamp has been employed at the Johnson County Juvenile Detention Center as a juvenile correctional officer since 2001 and is also a mentor for new juvenile correctional officers. From March to September 2003, she was promoted to the Juvenile House Arrest Division in Johnson County as a house arrest officer. Hilgenkamp earned her bachelor's degree in criminal justice with an emphasis in juvenile delinquency from Missouri Western State College in St. Joseph. She is a member of the Kansas Correctional Association and the National Sheriffs' Association.
Juvenile Correctional Officer, Ohio Department of Youth Services
Roger Warner has been a juvenile correctional officer for the Department of Youth Services since 1990. His experience has consisted of working in a maximum-security institution with both male and female populations 12 to 20 years old. His job responsibilities have provided him experience working with populations with special needs such as mentally ill, medically fragile, sex offenders, homicides and reception youths. He is also the training officer and ACA manager of his institution. Warner chairs the lead compliance audit team comprised of employees of all departments responsible for guiding the institution toward accreditation. He is a graduate of World Harvest Bible College, and he studied cultural anthropology at Ohio State University. Prior to joining the faculty in the School of Criminology and Criminal Justice at Florida State University last August, William D. Bales was the director of research with the Florida Department of Corrections since 1991. He has also worked in various research capacities with the Florida Supreme Court, the Florida Department of Law Enforcement and for private research organizations. He earned a doctorate in criminology from Florida State University in 1987. He has presented research findings at numerous corrections, criminal justice and statistics conferences during the past 20 years and has published numerous articles in journals and government publications.
Jon B. Gould

Since 1999, Jon B. Gould has served as assistant director of the Administration of Justice Program at George Mason University, where he is also a professor in the Department of Public and International Affairs and the School of Law. He has written more than 20 books and articles on public policy and law, and has created a study protocol for investigating women's prisons, including both inmates and correctional staff. At George Mason University, Gould teaches courses on the justice process and seeks to introduce students to the workings of that system both pre- and post-adjudication. He has consulted domestically and internationally, including for the National Institute of Justice, the New Mexico Supreme Court, and governments and private groups in Europe, Asia and Africa. Joann B. Morton's 35 years of experience are almost equally divided between university work and upper-level management positions in corrections. She was with the University of Georgia, the South Carolina Department of Corrections and recently retired from the University of South Carolina. She has served ACA as vice president; program chair; chair of the Public Policy Advisory Committee, the Professional Education Council and the Vision Statement Task Force; and continues to serve as president of the Association on Programs for Female Offenders. She serves as vice chair of ACA's Professional Affiliates Council and is a member of the Female Offenders Task Force and Student Affairs Committee. Morton has edited three books and has written the book Working With Women Offenders in Correctional Institutions. She has published more than 30 articles/monographs and has made more than 100 presentations during her career. She has received ACA's E.R. Cass Correctional Achievement Award and its Peter P. Lejins Research Award, as well as the South Carolina Correctional Association's Distinguished Service Award.
Assistant Professor, Bluefield State College, West Virginia
Since 1994, Shelia Hallman-Warner has been an assistant professor of criminal justice administration/corrections specialization at Bluefield State College in Bluefield, W.V. Prior to this, she worked in the corrections field for 15 years in Georgia. Hallman-Warner began her career in 1978 and has worked with juveniles and adults, both in community-based and institutional settings. She has a master's degree in criminal justice from Armstrong State College in Savannah, Ga., and has approximately 36 hours of post-graduate work. Hallman-Warner serves as a member of ACA's Professional Education Council, is an elected member of its Delegate Assembly and is a certified auditor of adult correctional institutions. Currently, she represents higher education on the board of directors of the International Association of Correctional Training Personnel. She also is a member of the advisory board for the West Virginia Division of Juvenile Services and is an active member of the American Jail Association.
Correctional Consultant, Correctional Resources Group, Richmond, Ky.
After a 30-year career with the Federal Bureau of Prisons, Tommy Norris returned to the College of Justice and Safety at Eastern Kentucky University in 1999, where he has served the college and university in a variety of capacities. As an adjunct instructor in the Department of Corrections and Juvenile Justice Studies, he has developed new courses in adult correctional institutions and management of gangs and security threat groups. He assists the college in establishing internships and co-op opportunities with correctional agencies and recruitment of new students. He is the college's liaison with the North American Association of Wardens and Superintendents and manages a variety of on-campus presentations by criminal justice practitioners through his ties with the college's Training Resource Center. Carol Rapp Zimmermann
Distinguished Fellowship Doctoral Student and Instructor, School of Criminal Justice, Michigan State University
Carol Rapp Zimmermann is a recipient of a University Distinguished Fellowship from Michigan State University, where she is currently pursuing her doctorate in criminal justice. Along with her doctoral studies, she instructs in juvenile systems and has been working on issues of offender re-entry and restorative justice. Prior to returning to college, she worked at the Ohio Department of Youth Services (ODYS) and was appointed assistant director in November 1992. Rapp Zimmermann is the architect of "RECLAIM Ohio" (Reasoned and Equitable Community and Local Alternatives to the Incarceration of Minors), which restructured ODYS. This unique program was honored by the Ford Foundation and the John F. Kennedy School of Government at Harvard University as one of the 25 most innovative programs in American government in 1996. A national merit scholar, Rapp Zimmermann is a frequent lecturer and published author. She recently received a master's degree in public administration from Ohio State University and holds an undergraduate degree from the University of Michigan.

Richard Tewksbury is professor of justice administration at the University of Louisville. He holds a doctorate in sociology from Ohio State University. As a researcher/scholar, he has published more than 100 scholarly articles and chapters, dozens of technical reports and eight books. He has been an active member of ACA for 12 years, having served on numerous panels, the Delegate Assembly and Research Council. He is currently chair of the Council on Professional Education. Barbara H. Zaitzow
Associate Professor of Criminal Justice, Appalachian State University, North Carolina
Barbara H. Zaitzow, associate professor of criminal justice at Appalachian State University, conducts prison research in North Carolina. She is an executive board member and program evaluator of a local community corrections program as well as an instructor for members of the North Carolina Department of Corrections' unit management training. She works with and provides pro bono services to local and state officials. Zaitzow has served on various editorial boards for nationally recognized journals and has published articles, book chapters and a book on prison-related topics. A member of ACA since 1985, Zaitzow has provided her expertise as a guest speaker at the Correctional Accreditation Managers' Association and the regional meeting of ACA. She serves as a member of the Student Affairs Committee and is an adviser for the student chapter of ACA at her university.

Associate Social Services Secretary and Consultant for Volunteers and Older Adults, Salvation Army, Alexandria, Va.
Lt. Col. Ronda Bollwahn has worked for the Salvation Army since 1968. During these years, her experience with correctional programs has been varied. She has been involved in counseling families with loved ones in prison, supervising and directing the Salvation Army Toy Lift Program, participating in chapel services in prison and working with prison chaplains, conducting workshops using volunteers in prison ministry and helping place offenders in community service programs. She has a bachelor's degree in education and a master's degree in volunteer administration. Bollwahn has attended ACA conferences since 1995, and she currently serves on the Delegate Assembly.
Superintendent, Broward Transitional Center, Florida
Jonathon Dobre retired from the Bureau of Prisons in June 2002. He accepted employment with The GEO Group Inc. (formerly Wackenhut Corrections Corporation) and the direct responsibility for the development and implementation of a pilot alternative to detention program for the Department of Homeland Security. This unprecedented therapeutic endeavor required the initiation of positive program objectives to adequately address the classification mandates for its 250 noncriminal female detainee population. Within the same facility, he also manages a traditional work release program for the Broward County Sheriff's Department. While at the Bureau of Prisons, Dobre was warden for the Federal Prison Camp, Nellis Air Force Base, and later at the medium-security institution at the Federal Prison Complex, Beaumont, Texas. He previously served as the management center administrator in Seattle, where his office held direct oversight of 33 intergovernmental agreements and private halfway house contracts in the surrounding five states, giving him detailed insight into community corrections. Dobre has a master's degree in sociology of corrections and is a Vietnam veteran.
Residential Programs Coordinator, Salvation Army, Florida
John McMahon started his career with the Salvation Army in 1983 as coordinator for youth programs in Miami. From Miami, he came to the Correctional Services Department at the Salvation Army's state headquarters in Tampa. He has held the positions of program review specialist and residential programs coordinator. In general, his responsibilities are to advise program and executive staff and act as liaison with the Federal Bureau of Prisons and Florida Department of Corrections. He holds a bachelor's degree in secondary education from Asbury College and has studied public administration at the University of South Florida. McMahon serves on the board of the Florida Association of Community Corrections and is currently the membership chairperson. The Rev. John E. Niemela is the executive director of Brother's Keeper Ministries Inc. He has been a member of ACA since 1998. He helped with the reorganization of the Michigan Corrections Association and serves on its executive board. He is actively involved at the local, state and national level with correctional issues. He is a member of ACA's Restorative Justice Committee, Victim Committee (vice chair), Legislative Committee and the Dual Chapter and Affiliates Council. Steven K. Runyon
Chief Operating Officer, Volunteers of America of Indiana Inc.
Steven K. Runyon's career in corrections began in 1987 with the Indiana Department of Correction, where he held several positions, including two years as a correctional officer and two years as a correctional counselor in work release facilities, two years as a training officer and, finally, two years as the director of the Correctional Training Institute. In 1995, he went to Volunteers of America of Indiana to be the director of its 180-bed ACA-accredited work release facility and community-based services center. For the past two years, he has served as the chief operating officer for the organization. In addition, he has been appointed to the Volunteers of America national steering committee for corrections and received the 1999 Volunteers of America HOPE Award in recognition of contributions to the field of corrections. He received a bachelor's degree in criminal justice and psychology from Ball State University and a master's degree in management from Indiana Wesleyan University. Runyon has been on the board of the Indiana Correctional Association for more than five years and most recently served as the director at large for community-based programs. He currently serves as an accreditation auditor and audit chairperson for ACA.

Richard Steinberg has more than 30 years of experience in drug and alcohol treatment, education and prevention services. He is the president/CEO of a multiservice organization serving five states (Nevada, California, Arizona, Georgia and Florida) and the Virgin Islands. He received a bachelor's degree in psychology from California State University, Long Beach, and a master's degree in rehabilitative counseling from the University of Nevada, Las Vegas. Steinberg served as a clinical specialist in the U.S. Army Medical Corps, having hands-on experience with substance abuse treatment and delivery of services to North Vietnamese prisoners of war. In addition, he has experience working with youths, and an understanding of rural community needs and therapeutic communities. He has made significant contributions to professional organizations, including serving as the current president of Therapeutic Communities of America and past president of the Nevada Association of Alcohol and Drug Programs. In addition, he is a member of ACA and the National Association of Drug and Alcohol Counselors.

Dianne Tramutola-Lawson has served as chair of Colorado-CURE (Citizens United for Rehabilitation of Errants) since 1990. She also is secretary for National CURE. Tramutola-Lawson received a bachelor's degree in education and a master's degree in French from the University of Denver. For 31 years, she taught high school students in Denver public schools. She currently serves as chair of ACA's Volunteer Services Committee and is a member of ACA's Resolution and Policy Development Advisory Committee. She is also a member of ACA's Delegate Assembly. Tramutola-Lawson is vice president of the Colorado Association of Community Corrections Board and a citizen member of the Denver Community Corrections Board.
Chief Executive Officer, Securicor EMS Inc., California
Fiona Walters is the chief executive officer of Securicor EMS Inc., based in California, and president of Securicor Justice Services, U.S.A. She has extensive experience in community, adult and juvenile corrections having worked to establish programs on behalf of governments internationally in all these areas. Having spent much of her career in the United Kingdom, she has worked with U.S. correctional agencies since 1997. In the United Kingdom, she joined Securicor Justice Services when it was formed and managed a number of tendering activities. Walters is responsible for Securicor's U.S. businesses, which specialize in electronic monitoring of offenders and juveniles in corrections. Securicor EMS has achieved significant growth delivering electronic monitoring solutions to federal, state and local governments. Securicor New Century has achieved national recognition with its juvenile programs, with one vocational and educationally founded program achieving an 84 percent nonrecidivist rate one year after release.

Roderic Gottula, M.D.
President, Correctional Medical/Legal Consultants Inc., Colorado
Roderic Gottula is a board-certified family physician of 25 years. He became involved with corrections in 1991, when he was chosen to be the medical director of the Colorado Department of Corrections. Gottula was elected president of the Society of Correctional Physicians from 1997 to 1999 and took office as the president of the American Correctional Health Services Association last April. He has served on ACA's Health Care and International Relations committees for several years. His goals for ACA are to make this organization more widely known to the general public and to be sought out by legislative bodies when they are formulating policies relating to criminal justice. In addition, he wants to increase the collaboration and understanding between the custody side of corrections and those who work in correctional health care to improve both the quality and efficiency of criminal justice systems.
Beth Kennedy, RN
Regional Vice President, Prison Health Services Inc., Georgia
Beth Kennedy is the regional vice president for Prison Health Services Inc. (PHS) and is responsible for the operational and contractual performance of PHS jail and prison health care systems in Florida and Kansas. She is charged with coordination and integration of corporate support functions for site-level applicability and serves as a client liaison to resolve issues and operational challenges. She provides oversight and direction for contractual activities and is the key point of contact for formal contractual compliance. Prior to assuming the position of regional vice president, Kennedy served as PHS's director of implementation.
In this role, she was instrumental in assisting new jail and prison sites with the development and implementation of policies, procedures and protocols consistent with applicable standards of care, including those prescribed by ACA. She has nearly 15 years of correctional health care management experience and 24 years of experience in medical management, encompassing quality improvement, public/client relations and implementation of accredited health care programs.
M. Kay Northrup
Deputy Director, Health Care, Ohio Department of Rehabilitation and Correction
M. Kay Northrup has worked for the Ohio Department of Rehabilitation and Correction since 1989, serving first as a staff nurse, and then as a health care administrator, a deputy warden and, for two years, the warden of an acute care psychiatric hospital facility. In 1999, she was appointed as the deputy director for correctional health care. She received a bachelor's degree in nursing from Capital University. Northrup has served on the Ohio Correctional and Court Services Association executive board for eight years, serving as training coordinator, chair of the adult institutional cabinet and now vice president. She has been an ACA member for 13 years and currently serves in the Delegate Assembly representing the area of correctional health. She is also an ACA auditor and is a member of ACA's Health Care and Mental Health Committees.
JoAnn Ryan, D.O.
Clinical Director, Oklahoma Department of Corrections
JoAnn Ryan received a doctorate in osteopathic medicine from Oklahoma State University College of Osteopathic Medicine, Tulsa, Okla., in 1983. After 16 years as a private practice family physician, she joined the Oklahoma Department of Corrections (ODOC) in April 1999 as a facility physician. From November 1999 until November 2002, she served as chief medical officer. During that time, the ODOC went to trial on a 26-year class-action lawsuit and was found to be in constitutional compliance for medical care. Since November 2002, Ryan's job has been clinical director. She works closely with all ODOC staff--from executive staff, to wardens, officers, physicians and nurses, with the goal of ensuring quality medical care for the inmates that is fiscally responsible. She is currently a member of ACA's Health Care Committee.

Deborah L. Bell
Director, Clinical Services Department, Naval Consolidated Brig Miramar and HQ Air Force Security Force Center, California
Deborah L. Bell has directed mental health services for 27 years. She provided and managed substance abuse, family advocacy/child protective services, and general mental health services for five years and has since specialized in directing adult correctional mental health services for 22 years. A colonel in the Air Force Reserves, Bell is also a medical inspector on the Air Force Inspection Team to accredit hospitals and clinics. She received a bachelor's degree in social work from Longwood University, a master's degree in social work from Virginia Commonwealth University, and she attended Air Command and Staff College and Air War College. She has served on the ACA Program Committee, the Correctional Health Committee and the Military Affairs Committee. Currently, she serves on the Mental Health Committee and has been an ACA auditor for 10 years.
Mike D. Cannon
Administrator of Research and Planning, Arkansas Department of Correction
Mike Cannon holds a doctorate in human services from Capella University in Minnesota and a master's degree in counseling psychology from the University of Central Arkansas. He is employed with the Arkansas Department of Correction as the administrator of the Research and Planning Division. Within the agency, he has worked as both a clinical practitioner and as administrator for the Special Programs Unit, an in-house residential psychiatric facility. Cannon is professor of psychology at Southeast Arkansas College and an auditor for ACA. He is licensed as a psychological examiner, a certified correctional health professional with the National Commission on Correctional Health Care and a nationally certified psychologist. In addition, he is functioning as a faculty liaison for the School of Health and Human Services Division of Mental Health in the area of guidance and counseling for clinical specializations and supervision for Capella University. Cannon served on the Human Research Advocacy Committee Board in the area of behavioral and social sciences as a member of the Human Services Institutional Review Board for the University of Arkansas for Medical Sciences.
Helen M. Kemp
Mental Health Counselor, Black Hawk/Grundy Mental Health Center, Iowa
Helen M. Kemp has more than 18 years of social work experience working with adult and adolescent clients. Currently, she is a mental health counselor at the Black Hawk/Grundy Mental Health Center, where she provides individual and group counseling to adult males in the Dual Diagnosis Offender Program. She is an adjunct instructor at Hawkeye Community College in the Social Science Department. Previously, she served as a mental health specialist with the Black Hawk County Jail. She has also been a social worker and resident counselor for Black Hawk County. She earned a bachelor's degree in human services (1985) and a master's degree in mental health counseling (2001) from the University of Northern Iowa.
Licensed Clinical Psychologist, Consultant, Texas
Lisa Landry began her career in corrections upon completion of her internship from the University of Kansas School of Medicine-Wichita in 1998. She started at the New Mexico Women's Correctional Facility in Grants as a consultant and left as the clinical director of the Mental Health Department. She continued consulting for various facilities in New Mexico until joining the Bureau of Prisons in 2001, where she has worked for the last two and a half years. She has a doctorate in clinical psychology from the University of North Texas and has been involved with ACA since 2000. She has presented at ACA conferences and has participated in their Mental Health Committee meetings.
