They returned home with new contacts and a greater sense of control over legislation and pending regulations that affect the industry. One of the best things about this year's conference was that nearly 70 of the attendees were making their first trip to advocate in Washington. During the four-day conference, members attended NAA committee meetings, a Government Affairs Roundtable, and an Issues Briefing, all culminating with NAA's day on Capitol Hill, when members were given the opportunity to share their views on NAA's Legislative Priorities and other important issues with key congressional leaders on Capitol Hill. Prior to the Capitol Conference, NAA/ National Multi Homing Council (NMHC NMHC National Multi Housing Council NMHC Non-Methane Hydrocarbons NMHC National Modular Housing Council ) distribute a brochure that covers the 2002 Legislative and Regulatory Priorities. These priorities, prepared by the NAA/NMHC Joint Legislative Staff, inform members about the issues under consideration this year by Congress. The priorities include NAA/NMHC's position on current topics such as property and asset management, finance, tax policy, the environment and building codes. Data on the u.S. apartment market also is included. The brochure includes NAA/NMHC's position, background and recent legislation for each topic. It gave attendees an in-depth understanding of the issues and any recent action that has occurred. The guidebook provides model codes for state and local land use planning
Land use planning is the term used for a branch of public policy which encompasses various disciplines which seek to order and regulate the use of land in an efficient and ethical way. and contains several provisions that will affect multifamily development. The guidebook was studied by NAA/ NMHC, which filed several objections to its language and provisions. The two groups also outlined several positive sections of the book. Attendees learned how the Guidebook will be used by planning advocates and how it will affect their future development plans if passed. Conrad Egan, Executive Director of the Millennial Housing Commission The Millennial Housing Commission was created by Congress in 2000 as part of the FY 2000 Appropriations legislation. The Commission was directed by Congress to conduct a study that examines the importance of housing, particularly affordable housing, to the infrastructure of the United , presented insight into the Commission's report, which is to be submitted to Congress on May 31, 2001. Egan outlined the Commission's work and noted that the report is, in part, the beginning of the process to bring forth changes to our national housing policy. The report outlines the current state of housing, looks at needed change to federal programs and spells out which critical needs require attention. He said the key policy recommendations are likely to include a wide range of issues that are aimed to improve the supply of affordable housing, particularly rental housing. Preparing for Capitol Hill Visits Each year, Capitol Conference attendees say that, without question, their visit to Capitol Hill is invaluable. Meeting in-person with legislators and their top aides is the best way to ensure that the industry's concerns are heard. NAA POLITICAL ACTION COMMITTEE The NAA Political Action Committee (PAC) launched a state PAC Ambassador program. Each state with an NAA affiliate will assign an ambassador to educate its members about the PAC, political activities and fundraising. PAC approved an aggressive fundraising goal of $100,000 for the PAC and $40,000 for the Better Government Fund. The Trustees reviewed several fair share alternatives to make the affiliate goals more reasonable and achievable. It was decided that the alternatives should be reviewed by the Association Executives Council (AEC) and other suggestions will be evaluated. The Trustees also approved 11 disbursements. STRATEGIC GROWTH TASK FORCE The Strategic Growth Task Force facilitated the chartering of two new apartment associations--the Birmingham Apartment Association and the Connecticut Apartment Association, which is the first NAA affiliate in that state. The Task Force selected five new cities to solicit this year and agreed to continue efforts in four of the eight initiatives started last year.
