The Composite Panel Association administers two Grademark programs that certify participants to formaldehyde emission levels and physical/mechanical properties of particleboard and medium density fiberboard. These programs ensure wood product manufacturers and designers the products they specify meet industry standards.

The Formaldehyde Program provides independent certification of formaldehyde emission levels from wood panel products and includes requirements for initial qualification for product certification, plant quality control procedures and periodic audits by the CPA.

The Formaldehyde Program assures that certified unfinished (including sanded) composite panel products meet the emission limits specified in applicable standards There are 55 plants participating in the CPA's Grademark Formaldehyde Program, with more than 150 products certified to date, in North America.

The Physical and Mechanical Properties Program provides certification and conformity assessment services for building code approval. Manufactured home decking, underlayment and stair treads are certified through this CPA program.

PROGRAM ADMINISTRATION

Five field representatives service and conduct Grademark audits of PB and MDF plants throughout North America. This consists of periodic, unannounced mill visits to review records, select and test samples in the plant, and select samples for testing at the CPA's independent testing laboratory.

In addition to audits, the program also offers training to Grademark participants for formaldehyde testing procedures and workshops to introduce new members and testing personnel to the programs. The CPA has accreditation from the National Voluntary Laboratory Accreditation Program National Voluntary Laboratory Accreditation Program (NVLAP) is a National Institute of Standards and Technology (NIST) program which provides an unbiased third-party test and evaluation program to accredit laboratories in their respective fields to the ISO 17025 standard.  (NVLAP NVLAP National Voluntary Laboratory Accreditation Program (US NIST) ), administered by' the National Institute of Standards and Technology National Institute of Standards and Technology, governmental agency within the U.S. Dept. of Commerce with the mission of "working with industry to develop and apply technology, measurements, and standards" in the national interest.  (NIST (National Institute of Standards & Technology, Washington, DC, www.nist.gov) The standards-defining agency of the U.S. government, formerly the National Bureau of Standards. It is one of three agencies that fall under the Technology Administration (www.technology. ), for test methods used in the laboratory. The Grademark program has received widespread public, government and industry recognition.

In order to participate in the CPA Grademark Program, producers must have a comprehensive quality control program detailed in a company manual, qualified personnel, appropriate lab equipment, and conduct routine production quality control testing. Additional requirements include maintaining and submitting test data records to the CPA; allowing field representatives access to the plant, equipment and personnel at all times; and permitting field representative to select board samples for testing at least once per quarter.
