This state trust, which opened its doors in 1976, administers the Section 8 program which aids 25,000 families annually with rental assistance. , and was a member of the U.S. Department of Housing and Urban Development Inter-Agency Drug Task Force in 1991. He Graduated from Drury College, Springfield, Missouri, in 1973 with a Bachelor's degree in business and economics.

He was the 1998 chairman of the Arizona Multi-Housing Association. He earned his BS degree from Arizona State University Arizona State University, at Tempe; coeducational; opened 1886 as a normal school, became 1925 Tempe State Teachers College, renamed 1945 Arizona State College at Tempe. Its present name was adopted in 1958.  in 1978.
