2000 volunteers try to count New York's homeless.

City (pop., 2000: 8,008,278), southeastern New York, at the mouth of the Hudson River. The largest city in the U.S.
 streets on an early March night to count the homeless. At the same time similar efforts were being made in a number of large American American, river, 30 mi (48 km) long, rising in N central Calif. in the Sierra Nevada and flowing SW into the Sacramento River at Sacramento. The discovery of gold at Sutter's Mill (see Sutter, John Augustus) along the river in 1848 led to the California gold rush of  cities. The purpose of the count was to strengthen their request for additional funding from the federal government.

The New York city count was organized by the municipal Department of Housing and Urban Development. It is one of the few cities in the U.S. that requires officials to provide beds for anyone showing up at doors of a shelter. It arranges lodging Lodging or holiday accommodation is a type of accommodation. People who travel and stay away from home for more than a day need lodging mainly for sleeping. Other purposes are safety, shelter from cold and rain, having a place to store luggage and being able to take a  for an average of 37,000 persons per night, three-quarters of them in family groups. The department wants to know how many more spend the night on the street.

Critics of the enumeration 1. (mathematics) enumeration - A bijection with the natural numbers; a counted set.

 claim that the count covered less than a quarter of the city; notably they did not enter abandoned buildings or ATM enclosures where many of the homeless take shelter.

Commissioner of Homeless Services Linda Gibbs said the enumeration will help the city plan how to distribute services to the homeless on the streets. "What we're trying to do is ensure that the substantial resources that are spent on the homeless are being used in the wisest fashion," she said.

A report and analysis of the count will be published in early April.
