The New York city count was organized by the municipal Department of Housing and Urban Development. It is one of the few cities in the U.S. that requires officials to provide beds for anyone showing up at doors of a shelter. Commissioner of Homeless Services Linda Gibbs said the enumeration will help the city plan how to distribute services to the homeless on the streets. "What we're trying to do is ensure that the substantial resources that are spent on the homeless are being used in the wisest fashion," she said.
