2-CITY PANEL CLEARING WAY FOR ROAD OPENING.

A road built by developers seven years ago to link Agoura Hills and Calabasas may finally open in 1997 with the resolution of a series of legal issues.

, officials from Calabasas and Agoura Hills are planning to form a committee that would decide such issues as the number of lanes the Agoura Road link should have and what type of lighting should be installed, said Dave Adams, Agoura Hills city manager.

The landslide occurred after a slope was cut into the hillside during construction of the two-lane road, said Gil Borboa, principal engineer for the water district. The slide resulted in breaks in a water district pipeline installed 25 years earlier to provide water to Agoura Hills and Westlake Village.

``The developer said the breaking pipe cause the hill to move. But we said, `No, it was improperly graded,' '' Borboa said. ``We had to place 30-inch and 28-inch water lines on the road. Those two companies are involved in their own lawsuit over the project, a Curry-Riach representative said.

But the developers have told the water district that their dispute should be resolved soon, Borboa said. Once it receives the money, the district plans to bury the pipes - a project that should be completed by late spring or early summer.

``Right now, we're pretty close to taking care of that,'' Borboa said. ``We've settled the issue with the developer and we expect payment very soon.''
