, who said she saw a flash of white light as the plane crashed into the power lines in the field 50 feet behind her home.

Tim Koontz said he heard the plane's engine revving as it went over his house.

``It sounded like the engine was running really high, like they were trying to gain altitude,'' Koontz said.

``A little bit lower and the plane would have smashed into a bunch of houses on our street,'' Koontz said. ``If he cleared the power lines he would have hit the houses on Urbandale (Avenue). He must have been trying to maneuver away from houses.''

Neighbors said the plane apparently clipped a 200-foot electrical tower as it fell to the ground, setting off a small fire near the crash site at Alaminos Drive and Featherstar Avenue, according to the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  and the Los Angeles County Fire Department Not to be confused with Los Angeles Fire Department.
