2 COUNCILMEN IN TROUBLE SLOW VOTE RESULTS ADD TO TENSION.

GLENDALE - With a record number of candidates slowing the ballot count, Mayor Bob Yousefian and challengers Ara Najarian and Chahe Keuroghelian held leads for three City Council seats, while three candidates were vying for the fourth spot, according to according to

Officials blamed a record 42 candidates and 21 charter amendments for an hours-long delay in counting the ballots. Absentee ballots - which take less than an hour to tally in most elections - were still being counted as midnight approached.

``We had a lot of absentee ballots and a lot of provisional ballots A provisional ballot is used to record a vote when there is some question in regards to a given voter's eligibility. A provisional ballot would be cast when:
  • The voter refuses to show a photo ID (in regions that require one)
 and that slowed the process down,'' City Manager Jim Starbird said.

Even candidates in the lead were cautious.

``This is not a done deal, so we'll just have to wait,'' Yousefian said late Tuesday.

Incumbents Dave Weaver and Frank Quintero and challenger Anahid Oshagan - locked in a close race for the fourth City Council seat - waited anxiously for the results.

City Councilman Rafi Manoukian Rafi Manoukian is a former member of the city council in Glendale, California. He was recently notified that he has been selected by the Board of Directors and the Selection Committee of the National Ethnic Coalition of Organizations (NECO) as a recipient of the 2006 Ellis Island , the only councilman not up for re- election, predicted the rankings would likely change as the precincts pre·cinct

``It's still early and the absentees usually don't indicate the rest of the election. We have to wait until precincts are counted,'' Manoukian said.

``At least 50 percent of the precincts need to be counted before anything is determined to some certainty.''

Of the city's 102,000 registered voters, about 20,200 had applied to vote via absentee ballot - the city's highest number ever.

Also, three City Council candidates raised more than $100,000 for campaigns - the first time that has happened in the city's history.

The three highest council vote-getters will serve four-year terms, while the fourth-place finisher will serve two years - to finish out the term vacated by former Councilman Gus Gomez, who left in January when he was elected to the Superior Court bench.

The winners will be sworn in Monday night, and the council will elect a new mayor.
