2 CHALLENGERS FACE 3 INCUMBENTS IN COLLEGE RACE.Byline: Nicholas Grudin Staff Writer GLENDALE - Five candidates are seeking three seats Tuesday on the Glendale Community College Glendale Community College can refer to one of two colleges in the United States.

President John Davitt - who has the longest tenure of any community college president in the state at 17 years - has announced he will step down sometime in the next two years, and the new board will hire his replacement. Holmes, seeking his sixth term on the board, has 20 years of experience as a trustee. ``(With the president leaving), we have a real change in leadership coming up and this may not be the right time to put in a freshmen board,'' he said. ``I am well-versed in the strengths and weaknesses of the college.'' Programming and personnel cuts are inevitable in the face of the state's nearly $35 billion estimated budget crisis, but the reductions will be temporary, Holmes said. Pilgreen, another board veteran, is seeking his third term. He said his essential experience has been gained during 40 years as a teacher and administrator in Glendale schools. ``I have been through every phase of this type of budget situation numerous times. I know how to avoid the pitfalls and cope with the financial challenges. I have been there and done it,'' Pilgreen said. Gabrielian points to a twofold approach for handling the budget crisis - working with policy at GCC and in Sacramento, where she has actively lobbied already, she said. ``We need to be smart with how we cut back (at GCC) in order to maintain services for our students - we cannot completely bludgeon our programs,'' Gabrielian said. ``We also need to work with the state Legislature A state legislature may refer to a legislative branch or body of a political subdivision in a federal system. Gray Davis has proposed be raised from $11 to $25 per unit - imposed on a gradual basis over five years, and the proceeds of those increases go to the colleges instead of the state. Challenger Burke-Kelly calls the proposed 118 percent increase in student fees ``outrageous,'' especially considering that colleges would not receive any of the increased revenue. ``Some of that tuition money should be returned directly to the campus,'' Burke-Kelly said. Burke-Kelly, who is a dean at East Los Angeles College ELAC is a two year college, offering associate degree programs in over 25 fields as well as both academic transfer courses which prepare students for admission to the University of California and California State University system and occupational programs which prepare students for and was an instructor at GCC for 20 years, said her experience as a college faculty member gives her an edge on other candidates. ``The board makes policy that other people have to implement. If you understand what the policy really drives, it makes you take pause before you set the policy,'' Burke-Kelly said.
