SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - City officials rejoiced Wednesday at the smooth passage of Proposition 1A, which will prevent the state from taking further local revenue except during fiscal emergencies.

``The city of Santa Clarita is thrilled,'' city spokeswoman Gail Ortiz said. ``It means the state of California won't be raiding our budgets, and it helps us to better plan for programs and projects for the years to come.''

The ballot initiative passed by more than 81 percent, and received backing from Gov. For Santa Clarita, the deal will cost roughly $3.2 million over two years, said Darren Hernandez, the city's finance chief.

Proposition 1A is part of a bipartisan deal between Schwarzenegger and local leaders, who had placed a more restrictive measure on the ballot, but later withdrew support in favor of a compromise that includes the state government bailout bailout

``We can live with the compromise,'' Hernandez said.

Still, the proposition's passage allows the city more fiscal certainty, which has been lacking in recent years as Sacramento routinely tapped into funds intended for local governments to close the state budget gap.

``The state budget crisis has made it very difficult for cities to plan their budgets,'' Hernandez said. ``We would all be in a position of adopting budgets and not know what the state is going to take from us.

``A little over a year ago, the state started a new practice of taking money from cities midyear. They pull another rug from under us in the middle of a budget year.''
