In setting a record for the most medals awarded for one incident, the commissioners agreed with the recommendation of Police Chief Bernard C. Parks Bernard Parks (born December 7, 1943 in Beaumont, Texas) is a member of the Los Angeles City Council, representing the 8th District in South Los Angeles and former Chief of the Los Angeles Police Department.

Parks attended Los Angeles City College, received his B.S.
, who found that the 17 officers ``displayed extreme courage'' in the face of ``imminent death.''

The commission action sets a stage for a ceremony to be held in September where the officers will receive the department's highest honor.

``We owe a debt of real gratitude to all these officers for showing exceptional valor valor

and dedication,'' said Commissioner Gerald Chaleff.

Commission President Edith Perez said the officers overcame long odds to stop two gunmen firing automatic weapons, with no deaths among police or civilians. Both suspects died.

``They (officers) showed incredible courage and the proof is in the pudding - there were few injuries and deaths that resulted,'' Perez said.

The commendation report said 10 officers and four civilians were wounded by gunfire during a 44-minute battle in which the gunmen, wearing full body armor, fired more than 1,200 rounds of ammunition.

The commission and Parks agreed that the Medal of Valor should go to North Hollywood Division Officers Ed Brentlinger, John Caprarelli, James Zboravan, Conrado Torrez, Thomas Culotta and Edwin Dominguez; North Hollywood Detectives Tracey Angeles, Kevin Harley and Vincent Bancroft; Valley Traffic Officer Richard Zelinksi; and Van Nuys Division Officers Anthony Cabunoc and Todd Schmitz.

The commission also agreed to give the medal to SWAT Officers Don Anderson, Richard Massa Massa, in the Bible

Chaleff addressed the criticism that more of the 100 police officers involved in the North Hollywood shootout The North Hollywood shootout was an armed confrontation between two heavily-armed and armored bank robbers, Larry Phillips, Jr. and Emil Matasareanu, and patrol and SWAT officers of the Los Angeles Police Department in North Hollywood, California on February 28, 1997.  should have been given the award, saying: ``There is a long process in the department to determine who should receive this medal.''

City Council President John Ferraro, who represents part of North Hollywood, also said the 17 officers deserve the award.

``The Medal of Valor is a fitting tribute to the courage and bravery our police officers displayed that day,'' Ferraro said. ``Certainly no one who saw those graphic scenes of such a wild exchange of gunfire will forget how the men and women of the department put their lives on the line - to protect the people of the city and to save the lives of their fellow officers.''
