While the summit did not offer recommendations to solve the problem, a presentation examined the complex nature of getting schools approved, funded and built.

``We're here to communicate with the community,'' Fish said. ``Not everybody realizes what it takes to get schools finished. There's state funds, getting the right site, working with developers on mitigation agreements, the Department of Toxic Substances (Control).

Staffers from the city of Santa Clarita, Los Angeles County and the Building Industry Association also sit on the schools coalition.
