State officials claim the change would save the state about $200 million a year.

But union leaders and several politicians said the proposal would result in as much as a 20 percent wage cut for workers.

"I have a 4-year-old and I want to be able to save enough money to send him to college and get a good education," said construction worker Jerrod Nicklas of Long Beach. "They're talking about taking money away from us. It's already hard enough. We don't work all the time. We need the money we make to keep us going when we're out of work."
