JUST weeks away from givingbirthfor the 14th time, heavily pregnant Theresa Winters is caught smoking - after popping out for more cigarettes. The 36-year-old baby machine, who has had all 13 of her children taken into care, is due next month. But her unborn baby seemed the last thing on her mind as she puffed away outside her council flat in Luton Luton (l  `tən), city (1991 pop. 163,209), S central England on the Lea River. Last night her sister Louise Walls, 37, branded Theresa "selfish". She said: "She doesn't does·n't Contraction of does not. give a damn, she's selfish.. Now she's risking another unborn baby's health. It makes me so angry and upset." Theresa hit the headlines in July, when she vowed to carry on having babies until she was allowed to keep one. So far all of her 13 children have been taken into care over fears of neglect. She was unavailable for comment, yesterday.
