12 CANDIDATES JOIN AREA RACES.

In a flurry of last-minute filing, city council, school district and water board candidates handed in their paperwork to qualify for the Nov. 5 ballot in eastern Ventura County.

``It's common for the city elections to have quite a few candidates, but this year there's not many in the special districts,'' said Bruce Bradley, the county's assistant registrar of voters.

Twelve new candidates made use of the extended filing periods.

In Thousand Oaks, David Seagal, 66, a civil engineer and business man, Daniel Del Campo, 48, a manufacturer's representative, small-business owner Lance Winslow, 32, Norm Jackson and Tom Lee filed during the extension period for the City Council's two open seats. In the Simi Valley school board race, attorney and educator Randy Sundeen became a candidate during the filing extension. Eight other candidates had filed previously: They are Diane Collins, Doug Crosse, Cesar Julian, Nan Mostacciuolo, Steven Steffek, Elizabeth Walbridge, Debbie Sandland and Janice Di Fatta.

In the race for director representing Division Four on the Las Virgenes Municipal Water District, incumbent Steve Gavin and Frank Rich have filed. They face Ken Rufener in that election. The Division Four area includes Westlake Village.
