Over the next 20 years, those improvements could lead to 9,000 fewer crashes and 60 percent to 80 percent reductions in various smog-causing emissions if cars aren't idling so much. That said, however, the fixes might not be enough to knock the Valley's trouble spot off the No. 1 ranking.
