 recommended the school board take 10 actions to improve oversight and accountability among district administrators:

Reform school board practices: Establish an orientation program for new board members outlining responsibilites, law and policy; establish a systematic approach to asserting claims of confidentiality and attorney-client privilege In the law of evidence, a client's privilege to refuse to disclose, and to prevent any other person from disclosing, confidential communications between the client and his or her attorney. ; and establish a system-wide ethics and conflicts-of-interest policy.

Provide disciplined leadership, promote excellence and ensure integrity:Apply more discipline and focus to board's oversight of site acquisition and school construction. Demand excellence in the quality of employees and in their performance by requiring periodic performance evaluations.

Develop new environmental, public health and safety policies: Develop and adopt public health and safety standards for the evaluation of environmental hazards at prospective school sites and for the management of existing schools.

Review and restructure professional staff functions: Undertake a thorough review of the current policies and administrative structure for the acquisition, development and management of LAUSD LAUSD Los Angeles Unified School District (Los Angeles, CA)  facilities and all other properties.

Pursue legal action against LAUSD's professional consultants or vendors: Including El Capitan, Inc.; Ernesto Manuel Vasquez and McLarand, Vasquez & Partners, Inc.; Law-Crandall, Inc.; O'Melveny & Meyers LLP LLP - Lower Layer Protocol ; and Remedial Management Corporation.

Negotiate with and/or pursue legal action against the Belmont developer: Negotiate a resolution or take civil action against Temple Beaudry Partners LLC (Logical Link Control) See "LANs" under data link protocol.

 for its failure to inform officials about hazardous wastes, substances and materials at Belmont site.

Reform safety team: The safety team should be reformed to either provide outside advice to the LAUSD professional staff, or provide independent assessments of performance of the LAUSD professional staff.

Implement all requirements imposed by the California Department of Toxic Substances Control The California Department of Toxic Substances Control (or DTSC) is an agency of the government of the state of California. The agency monitors exposure to hazardous, radioactive, and toxic wastes in addition to enforcement of compliance by individual businesses,  with regard to the completion of Belmont: Complete the process approved by the LAUSD school board and begun by the safety team with the Department of Toxic Substance Control, and implement those requirements.

Cooperate with any further Belmont investigation: Adopt and implement a policy of full cooperation with any further investigation of Belmont.
