1-YEAR PLAN WOULD CHARGE CHARTER SCHOOLS.

A Los Angeles Unified school board committee on Tuesday recommended developing a one-year plan that would allow the district to charge charter schools for oversight and other fees until a permanent policy is in place.

During the Special Augmented Facilities Committee meeting, Superintendent Roy Romer also renewed his complaints of the charter school movement's financial and racial impact on the Los Angeles Unified School District The Los Angeles Unified School District (the "LAUSD") is the largest (in terms of number of students) public school system in California and the second-largest in the United States. Only the New York City Department of Education has a larger student population. .

``I am not saying we will have white flight, but if you look at the schools that are looking to become charter schools, they are in the areas that are mostly white, mostly affluent,'' Romer told the committee.

A new state law requires that up to 3 percent of a charter school's annual budget go to the sponsoring district for overhead and other costs.

Romer said the financial incentive to create charter schools is coming from the state, which gives charter schools an annual payment of $5,200 per student compared with the $4,750 given the LAUSD LAUSD Los Angeles Unified School District (Los Angeles, CA)  for other students.

 from an audience of charter school supporters, prompting Romer to remark, ``I am not questioning your passion. I am questioning the impact on the district.''

The committee will forward its recommendation to the full school board in two weeks.

In a related issue, school officials said an inquiry is continuing into how the charter effort was handled at El Camino Real High. Teachers have complained that Principal Ron Bauer intimidated them into signing a petition to create a charter school.
